Beschreibung der Beschaffung
1) Background:
The Nigerian Energy Support Programme (NESP) aims at enabling and fostering investments in the market for renewable energy and energy efficiency, and improving access to electricity in Nigeria. The programme is co-funded by the European Union and the German Government, and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power, Works and Housing (FMPWH).
Currently, projects on financing instruments, de-risking strategies such as the establishment of clearer import procedures, demonstration projects, and others are in the process of implementation in order to up-scale investments in energy efficiency and renewable energy systems.
It is clear that an internet based platform will be needed where all relevant information can be accessed which contributes to creating trust in energy efficiency and renewable energy system investments, and in particular, reducing investment risk at project level.NESP is looking for a multi-disciplinary team of international and national consultants who will support the development of an internet based platform called ‘One-stop-shop’ for investors to allow for easy access to all relevant information for investments in the area of energy efficiency (in buildings and industries) and renewable energy systems.
2) Core activities to be performed by the consultants:
Core activities are:
Work package 1: concept development from a marketing and promotion point of view:
— analysis of information needs: interview with local and international investors on what type of information to present, in what form, and to which target group,
— formation of a lead user group to provide feedback on concepts, designs and functionalities.
Work package 2: Data gathering and development of investment brief templates and One stop investment centre (OSIC) for renewable energy and energy efficiency model:
— design and develop OSIC for renewable energy and energy efficiency model,
— develop at least ten (10) investment briefs of the identified RE/EE stakeholders,
— support NIPC to organise at least five (5) partner workshops to review and validate investment briefs.
Work package 3: Database front-end development — user interface (presentation layer):
— develop the concept of the front end of the sub-domain internet platform: user interface, design and functionalities,
— carry out usability tests.
Work package 4: database back end development — technical solution (data access/storage layer):
— develop the concept of the technical database solution of the internet platform, including interfaces with other databases such as the FMPWH, etc.,
— back end programming.
Work package 5: operational management:
— testing the Beta version of the platform and improvement,
— organise four (4) training and evaluation workshop for operators.
Work package 6: communicating on all the results:
— develop targeted awareness creation messages on the platform for top management and professionals in the sector according to GIZ and EU guidelines,
— proper formatting, proof reading, and graphics design of all materials,
— public launching of the platform.
The assignment will be implemented with a total person-power volume of 319 expert days, with effect from contract award to 30.11.2020.
