Following up on the Paris Agreement's Article 4.19 call on parties to elaborate long-term low greenhouse gas development strategies, the Republic of KAZAKHSTAN is drafting a National Strategy for Low Carbon Economic Development until 2050 (LEDS). The project ‘Promoting Green Economy in Kazakhstan and Central Asia for the development of a low carbon economy’ (the project) supports the Government of the Republic of Kazakhstan in drafting the LEDS. In doing so, the project follows international best practice examples and key success factors as outlined by the 2050 pathways platform and others.
To launch the process of drafting the LEDS the project has already built a pathways team, identified and mapped stakeholders and developed a stakeholder engagement plan.

To launch the process of drafting the LEDS the project has already built a pathways team, identified and mapped stakeholders and developed a stakeholder engagement plan.

The project is hiring a consultancy which will not only support drafting the LEDS for Kazakhstan, but will also contribute to the update of the existing CGE and energy models and the creation of a new System dynamics (SD) model to capture social and environmental impacts. By linking these modules into 1 Integrated assessment model (IAM), Kazakhstan can assess economic, environmental and social costs and benefits of mitigation policies, back-cast scenarios and identify necessary conditions for ambitious.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

1) Trading name and address, commercial register number;

2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;

3) Eligibility declaration subcontractors if applicable;

4) Association clause if applicable.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Average annual turnover for the last 3 years at least 750 000,00 EUR;

2) Number of employees as at 31.12 of the previous year at least 10 persons.

Technische und berufliche Fähigkeiten:

The technical assessment is only based on reference projects with a minimum commission value of 100 000,00 EUR.

Mindeststandards:

1) At least 10 reference projects in the technical climate change mitigation; and

2) At least 2 reference projects in Central Asia.
