Beschreibung der Beschaffung
1) Background:
The VET Toolbox project aims to improve the effectiveness of VET reforms so that they are more demand-driven and responsive to labour market needs and provide increased access to (self-) employment, including for disadvantaged groups. The project is co-funded by the European Union and the German Ministry for Economic Cooperation and Development (BMZ), and implemented by a partnership of European Member State Agencies led by Enabel (BELGIUM) in cooperation with GIZ (GERMANY), AFD (FRANCE), British Council, and LuxDEV (LUXEMBOURG). Within GIZ the VET Toolbox project forms part of the initiative E4D/SOGA — Employment and Skills for Eastern Africa. E4D/SOGA is part of the Africa-wide regional programme employment for sustainable development in Africa (E4D). Enabel runs the coordination hub (PMU/secretariat) of the VET Toolbox from Brussels and from there coordinates the different activities and contributions of the implementing partners.
VET provision is often not responsive to the demands and opportunities of the labour market due to a lack of relevant analysis of supply and demand on that market; and there is often an underdeveloped or even absent relationships between vocational training institutes and the world of work. VET has to adapt to the world of work and stay abreast of technological developments so that training institutes can prepare graduates with pertinent skills and know-how. Companies can contribute to state-of-the-art vocational training by providing input to the curricula, offering practical training and apprenticeships programmes, making equipment available for training institutes ‘workshops, sponsoring other parts of the training or engaging in vocational institutes’ governance structures.
Therefore, the specific objective is to provide partner countries with know-how, tools and advice in order to improve the labour market responsiveness of VET reforms, strategies and action plans, in particular the ones supported by the EU (EC and EU Member States), thereby also enabling the orientation towards the inclusion of disadvantaged groups and most vulnerable people.
2) Core activities to be performed by the consultants:
The core activities of the contractor is the establishment, coordination and administration of a pool of international experts in order to ensure the implementation of interventions that resulting from the request procedure.
Core activities will include:
Work package 1: draw up a personnel assignment pool to perform the advisory tasks and implementation of request from partner countries.
Work package 2: management of assignment pool of short-term key experts to ensure that the assignment pool meets the requirements of GIZ, which includes:
— selection of experts for each intervention according to results areas,
— preparation, planning and steering of experts for each intervention,
— contract management with each experts.
Work package 3: implement interventions that result from the request procedure:
— draft TOR for the experts and revise according to comments from GIZ and requesting institutions,
— draft a work plan in accordance with partnering institutions,
— the contractor shall propose a financial planning for each intervention,
— provide technical backstopping and quality assurance during missions,
— provide monitoring data according to the VET Toolbox standards.
In order to cover the entire tasks, a volume of 500 expert days with effect from the contract award date until 31.12.2020 is foreseen.
