While the last decades have produced a growing body of evidence for the effectiveness of specialized mental health (MH) interventions, solid empirical inter-disciplinary evidence for the effectiveness of easily-accessible Psychosocial Support (PSS) interventions serving forcibly displaced people is still scarce. Especially evaluations of community-level interventions tend to be among the less methodologically rigorous studies and have been identified by the Inter-Agency Standing Committee (IASC) as a priority for further research. Against this backdrop, GIZ's regional program ‘Psychosocial support for Syrian and Iraqi refugees and IDPs’ aims at exploring in a longitudinal implementation study with mixed methods whether or under which conditions PSS interventions on level 2 or 3 of the IASC pyramid can effectively contribute to people"s psychosocial well-being.
The contract duration will be from 1.1.2020 to 30.6.2022.
The contractor is requested to:
1) Establish a cooperation with Jordanian researchers;
2) Define the research setting (location, target group) together with Jordanian researchers;
3) Develop a PSS intervention together with representatives of the intervention's future target group;
4) Subcontract an organization in Jordan for implementation;
5) Explore the intervention's effectiveness through mixed methods research and (6) disseminate study results.
The approach is process-oriented, allowing for adjustments of the PSS intervention as a response to findings arising in the course of the study. A variety of research paradigms (e.g. RCTs, action-reflection-learning processes, social anthropology and postcolonial studies) should be reflected in the research design.
As an in-depth analysis of the local context is necessary both for developing the intervention and for defining the measurement methodology, the contractor is not asked to submit a study design in the offer, but to outline a preliminary approach and strategy. The contractor develops the PSS intervention and final study design in the field during contract duration in cooperation with Jordanian researchers, staff of the implementing organization and representatives of the target group of the intervention. The latter form part of the team in an advisory capacity at all stages of the study until its dissemination, since the research process should be conducted with the people whom the intervention is meant to serve.
If the regional program is satisfied with the cooperation with the contractors and study results indicate the necessity of a follow-up study, conditional on the prolongation of funding for the RP by GIZ's commissioning parties, a follow-up commission could potentially be considered.
