The KP, combating smuggling and enhancing the livelihood aspects of ASM in the Mano River Union.
Extractive resources continue to play a vital role for the economies of the four countries, Guinea, Sierra Leone, Liberia and Côte d'Ivoire of the Mano River Union (MRU), with the exploitation of these resources contributing for decades to the political and economic direction and social discourse that shaped these countries. Efforts are being made by the MRU governments to better manage the mining sector, control the flow and fight the smuggling of precious minerals and metals. Artisanal and small-scale mining playing an important role, as this is where the regulation and control is the weakest but have the greatest impact on aspects of community livelihoods.
A number of measures within the countries to combat smuggling and regulate the artisanal and small-scale mining sector have been put in place. The aim of these actions is to direct mining revenue gained from the minerals sector back to the communities, while capacitating the official regulators whose mandate it is to supervise the sector. It also adds aspects of improved law enforcement, interagency collaboration and the observation of human rights. The MRU countries have all recognized the link between benefits to communities, sustainability, security and stability. Additionally, international standards like the Kimberley Process, OECD due diligence guidance for responsible supply chains of minerals from conflict-affected and high-risk areas and the EU — the conflict minerals regulation will result in the governments having to put measures in place to regulate the flow of diamonds and gold in the region.
The German Development Co-operation and the European Union in a co-funding agreement, have undertaken the project, support the implementation of the Kimberley Process in the Mano River Union at the regional and national level, combat smuggling of minerals and enhance the development and livelihood aspects of artisanal mining, while ensuring that the extractives sector in the Mano River Union countries is geared to a greater degree towards the principles of social, ecological and economic sustainability.
The consultancy, jointly with the GIZ programme, Resource Governance in West Africa, looks to achieve the following outputs:
1) Strengthened capacities of national governments to implement the KP, better regulate artisanal mining and capture revenue in line with the AMV and MRU regional agreed upon interventions and policies within the 4 MRU countries;
2) Increased capacities of the Mano River Union Secretariat and other relevant national and regional bodies to combat smuggling reduce illicit economies and improve conditions for mining communities involved in artisanal mining;
3) Networks/platforms comprising all key stakeholders and in particular the civil society are created to contribute to compliance with KP standards and create better conditions for artisanal mining within the MRU;
4) Improved reporting systems on diamond and gold exports are developed, through the use of enhanced data collection and utilization of statistics to strengthen traceability and license administration.
The tasks to be performed (by the contractor) also include processing linkages to the other outputs and implementing other relevant sections of the module proposal, e.g. the methodological approach for the corresponding outputs or dealing with the risks.
Under its mandate the MRU Secretariat plans to lead the coordination, the monitoring and the implementation of a regional approach that aims improving ASM and tackling smuggling in the region. The European Union and the German Development Cooperation (GIZ), commissioned by the German Ministry of Economic Cooperation and Development (BMZ) proposes to support the Secretariat in carrying out this role.
