The agricultural sector is central to the performance of the Ethiopian economy as it directly supports 85 percent of the population and contributes 80 percent of the national export earnings. Consequently, agriculture remains central to the government's structural transformation and poverty reduction efforts.
Agribusiness development is a core component of the country's Industrial Development Strategy. The aim is to bring about the accelerated structural transformation of the economy through enhancing industrialization, raising the share of the industrial sector of GDP to 27 percent and the GDP share of the manufacturing sub-sector to 18 percent by 2025.
The development of agro-industries presents Ethiopia with an opportunity to accelerate economic development and achieve its industrial development goals. Agro-industries already account for the largest share of manufactured goods in Ethiopia with food and beverages constituting approximately 52 percent.
To further foster these developments, there is an urgent need to enhance educational and technical skills of prospective employees to match the demand of employers (agro-processing companies) in terms of skills and competencies in agro-processing related jobs, thereby increasing decent employment opportunities and income for rural Ethiopians (with specific attention to youth and women).
The German Federal Ministry for Economic Cooperation and Development (BMZ) with co-funding by the European Union (EU) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to enhance the skills of youth and women in catchments of the Integrated Agro-Industrial Parks (IAIPs) of Ethiopia (component 4 of the EU-action ‘Promotion of Sustainable Ethiopian Agro-Industrial Development (PROSEAD)’). Together with the other implementation partners of PROSEAD, the component will contribute to the overall objective to increase decent employment and incomes for youth and women, particularly in 4 environmentally sustainable agro-industrial parks and their agricultural production zones.
The contractor will be responsible for implementing the following activities in the area of technical and vocational education and training (TVET):
— establishing a cooperative training model between the agro industry and training institutions. The companies in and around the agro-industrial parks, selected TVET colleges and the Regional TVET Bureau (RTB) will be included in the processes to develop a functional cooperative training (CT) model,
— reviewing and updating relevant occupational standards and curricula and develop implementation guidelines for the CT model,
— advising the Federal TVET Teacher Training Institute (FTVETI) on the technical and methodological development of a pool of 64 ‘master trainers’ (multiplicators of trainers at training institutes). To strengthen female role-models, the action will put emphasis on training female master trainers,
— supporting 8 TVET colleges to implement the improved cooperative training schemes.
The contractor will be responsible for implementing the following activities in the area of employment related short-term trainings:
— developing training modules; this includes comprehensive curricula, as well as teaching and learning materials,
— capacitating a total of 50 trainers (50 % female) to implement the short-term modules,
— supporting GIZ to enter financial agreements with identified local training providers/institutions to hire master trainers to roll out the trainings to 6 000 current and future employees whereby at least 55 % are female. The contractor will be responsible for the steering of the roll out.
