Beschreibung der Beschaffung
1) Background
The Access to Insurance Initiative (A2ii) is a global partnership founded in 2009 with the mission to inspire and support insurance supervisors to promote inclusive and responsible insurance, thereby reducing vulnerability. The initiative was created as a global partnership, initiated by the International Association of Insurance Supervisors (IAIS), the German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ), CGAP, FinMark Trust, the International Labour Office (ILO) and the United Nations Capital Development Fund (UNCDF). Under this partnership, BMZ commissioned the Deutsche Gesellschaft für international Zusammenarbeit (GIZ) GmbH to host the Secretariat of the Access to Insurance Initiative, funded by BMZ and the Dutch Directorate-General for International Cooperation (DGIS).
The Initiative is the implementation partner of the global standard setting body for insurance, the International Association of Insurance Supervisors (IAIS) on inclusive insurance and capacity building. Its goal is to strengthen the capacity of policymakers, regulators, and supervisors seeking to advance inclusive insurance markets, particularly for low-income clients.
The A2ii and GIZ's Global Leadership Academy initiated the inclusive insurance innovation lab (iii-lab), which brought together a broad range of stakeholders of the inclusive insurance sector from 4 participating countries (Albania, Ghana, Kenya and Mongolia). This first iii-lab lasted from November 2017 until December 2018.,
As a result of the overwhelming success of the iii-lab, the A2ii has decided to organise two additional 18-month iii-labs. The first iii-lab will last from January 2020 — June 2021). The lab will bring together a broad range of insurance stakeholders in 4 country teams to stimulate in-country and transnational multi-stakeholder dialogue and collaboration and will be guided by the following question: How can we develop our insurance markets?
A second iii-lab is going to be conducted with an estimated starting date early 2021 (expected to last from April 2021 — October 2022), out of which the first 14 months are going to fall within the timeframe of the current A2ii project phase.
2) Subject of the contract
Subject of the contract are facilitation services for the two rounds of the inclusive insurance innovation lab to an extent of about 290 expert days. Core activities to be performed by the consultants are:
1) Preparation
Prepare intervention design and the activities for 2 iii-labs, i.e. 5 international lab meetings and 6 sets of national lab meetings in 4 participating countries that are not defined at the time of the tender, i.e. 15 meetings in total for the first lab and 14 meetings in total for second lab.
2) Facilitation
Facilitate 5 international and 24 national lab meetings lasting from 2 to 3 days each, i.e. 3 international meetings for the first lab, 2 international meetings for the second lab, 12 national workshops for each lab.
3) Online support
Provide online support/coaching for participants:
— conduct preparatory onboarding calls for participating institutions,
— coach/accompany the country teams in between the lab meetings with regards to their lines of inquiry, challenges, consequences for innovation ideas and planning and implementing innovative actions,
— prepare and facilitate 3 global calls (2 hours each) for all participants in order to keep momentum in between international meetings.
4) Evaluation
Support A2ii evaluation and reporting on the iii-lab: design and implement a questionnaire for lab participants and analyse results.
