The Nigerian Energy Support Programme (NESP) aims at enabling and fostering investments in the market for renewable energy and energy efficiency, and improving access to electricity in Nigeria. The programme is co-funded by the European Union and the German Government, and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Federal Ministry of Power, Works and Housing (FMPWH).
The renewable energy sector in Nigeria is currently experiencing an increase in the participation of investments or investors. This is largely due to the increasing number of mini grid projects around the country. It has however become important to develop standards for these of these equipment to further encourage and strengthen the environment for investments.
This project will address the existing needs in the renewable energy sector in terms of operational and technical standards and support in terms of the development of standards for solar PV modules, batteries and charge controllers, in order to boost investments.
Now, in its second phase, NESP is looking for a multi-disciplinary team of International and National consultants who will support the development of standards for solar PV modules, batteries and charge controllers, including the safe use and disposal of lead acid and other batteries used in solar PV and Back up systems.
The assignment is planned for 942 expert-days as described in the Terms of reference, starting approximately February 2020.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
