The overall objective of the mission is to contribute to the improvement of the business climate in Morocco through the development of a multi-year national strategy (2020-2025).
This general objective is broken down into 3 specific objectives:
1) Determination of priority areas for improvement of the business environment;
2) Transformation of priority areas into projects;
3) Proposal of operational mechanisms for implementing these projects and monitoring.
Strategy: in order to elaborate the national strategy, an innovative governance and organizational scheme adapted to the scope of the objectives will have to be developed. It will be necessary to identify the partnerships, monitoring tools, and capacity building needs for successful reform projects. The bidder must explain how he will concretely value the expertise of the national institutions in carrying out the activities planned for this mission. He must also explain how he intends to exploit the international expertise at his disposal and adjust it to this mission. This expertise must be as broad as possible and must concern both developed and emerging countries especially in the MENA Region. In addition, a strategic communication plan will have to be developed to coordinate the various stakeholders around the strategy and ensure their continued commitment during the implementation phase.
Cooperation landscape: the bidder must present the relevant actors and describe their interactions and needs. The bidder should include a description of the methodology how to cooperate with these actors. The description must also show how the contributions of the different stakeholders can be integrated into the implementation of the various activities of this mission.
Steering structure: there is a need for a description of a steering structure that brings out agreements on how important decisions should be prepared and taken jointly by stakeholders.
Process description: the bidder will need to present a methodology for conducting the assignment, together with a quality assurance plan that specifies all elements needed to ensure the implementation and efficiency of the activities planned in the framework of the project. This plan must include in particular the organizational structure for the project with a precise definition of the roles and responsibilities of the various actors involved, the monitoring of the activities, the continuous evaluation of the results obtained, risk management, and the description of the different steps of the project in terms of methodology, content, deliverables to be produced, procedures and timelines for validation.
The bidder must present and explain a staffing schedule for all proposed staff. This schedule illustrates the times of intervention (period and man/days of the expert) and the intervention sites of the various members of the team by assigning them to the work steps provided for in Section 3.4. In addition, the tenderer must describe the details of support provided by his ‘backstopping’ expert and attach the job description and a probative CV of the technical and administrative ‘backstoppers’ to be assigned to the mission.

2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
