Beschreibung der Beschaffung
From Dec. 2018 until Jan. 2020, GIZ has contracted a service provider in the field of data collection and M&E, in order to ensure a continuous monitoring of the projects" context as well as to conduct an impact evaluation of the ongoing project activities in Nineveh province.
In regard to ongoing program activities in early 2020 as well as the anticipated increase in GIZ" activities in both western and northern Iraq, a new contract for subsequent continuation of the context monitoring and impact assessment shall be established for the period from Mar. 2020 to Feb. 2021.
The task to be performed by the contractor is to build-up on the existing platform, further develop the methodological and technical approach of data collection and its presentation for GIZ" programming.
The focus of all tasks lies on the creation of a better understanding of the projects" context and the interaction between context and projects. It shall provide the basis for conflict-sensitive implementation of the projects" activities.
In order to do so, the system shall inform on drivers of instability/conflict, local dynamics and timely awareness of changes through ongoing mapping and analysis of actors/stakeholders and conflict lines, as well as the projects" impacts. It thus should feed into the intervention design and the background for transparent selection of intervention areas, target groups, etc.
A mixed methods approach with a context-appropriate sampling strategy shall be applied to collect data at sub-district and community level. The monitoring system shall include a continuous evaluation of the project"s impact, by capturing context information on e.g. the perception of GIZ" respective activities among the beneficiaries.
Additionally, the gathered data shall be made available through an already established online data management platform (dashboard).
Key activities:
A) Project mapping and impact evaluation of project activities (which shall be mutually supportive with the projects" own M&E efforts):
— impact evaluation of GIZ activities through 4 rounds of data collection in selected communities in the 5 districts in Nineveh (Al-Hamdaniya, Tel Kaif, Tel Afar, Sinjar and Mosul) and 2 districts in Anbar (Falluja and Ramadi) at household-level, collecting information on the beneficiaries" perception,
— continuous geographical mapping of project activities on the dashboard.
B) Monitoring and mapping of the context:
— ensure continuous context monitoring in between data-collection rounds by applying a mixed-methods approach utilizing qualitative and quantitative means (key informant interviews, household-level interviews, etc.),
— continuous monitoring of the context along identified conflict drivers, actors, at district, sub-districts and village level in Al-Hamdaniya, Tel Kaif, Tel Afar, Sinjar, Mosul, Ramadi and Falluja, through key informant interview and/or focus group discussions, as appropriate, by employing a network of key informants, enumerators, etc.,
— monthly narrative reports (5-10 pages), including an analysis on the most important incidents and changes in the areas under review, dedicating a chapter on each district, elaborating on population flows (incl. returns of IDPs), aid and service delivery in the area under review, important observations regarding the means of livelihood, security situation and relevant political developments as well as cases of community tensions,
— attend meetings at GIZ Erbil offices as well as at various relevant coordination groups,
— in case of any indications for unintended negative consequences of the project implementation or discontinuation of basic assumptions and conditions for the project, the service provider will report this immediately.
C) Further development and improvement of the data management platform/dashboard, including a map, a section for the reports and an overview of conflict drivers.
