Further, the CBD COP 15 coincides with the German Presidency of the Council of the European Union.

The overall aim of this contract is to implement the following work packages within the GIZ project ‘Sino-German Environmental Partnership’:
1) Method development and decision support: Exchange on the post-2020 global biodiversity framework development and implementation through:
— China's post-2020 Biodiversity Outlook, with national-level recommendations made for China. The project will draw upon existing work conducted by the Nanjing Institute of Environmental Sciences (NIES) and Chinese Research Academy of Environmental Sciences (CRAES), including an overview of China's biodiversity status and trend, threat factors, etc. The output in the form of China's Biodiversity Outlook will be printed and launched prior or at CBD COP15. The Outlook version 2.0 will be released in 2021, after integrating key messages and decisions at COP15,
— China model of ‘Nature Futures’ according to scenarios and the contribution in terms of halting, and eventually reversing, biodiversity loss. China is one of the countries that have launched and implemented the local biodiversity strategy and action plan (LBSAP) at provincial level (e.g. Yunnan Province, the host of COP15). The proposed work will assess how biodiversity targets under the LBSAP could be included in a global model (e.g. GLOBIOM model) and the potential implications for nature, climate and other ecosystem service provisions. Results will help identify the gap between biodiversity targets and the need for ‘bending the curve’ of biodiversity loss and can be rolled out to other subnational governments. The outcome is expected to provide scientific evidence for subnational governments in China and serve as a good practice and reference for other parties to set post-2020 biodiversity targets;
2) Capacity development and training on Ecosystem accounts: Develop a replicable, consistent and standardized guideline for establishing ecosystem accounts at municipality level, using the UN"s SEEA-EEA (System of Environmental-Economic Accounting — Experimental Ecosystem Accounting) framework. The project is expected to contribute to the national level adoption of SEEA-EEA framework in accounting nature in China's economic system and promote the integration of ecosystem accounts into major national development and planning decision making, incl. the auditing of local governors' performance informed by natural resource balance sheet. The project will select a pilot municipality based on a series of criteria such as local-level data availability, willingness of local government, significance in China's post-2020 framework discussions (e.g. Yunnan Province, the host of CBD COP 15). A series of training activities will be planned to build the local capacity for long-term employment of the framework. The project will also draw upon lessons and experiences learnt from other relevant projects, incl. the EU funded project on application of SEEA-EEA at national level, with China as one of the five pilot countries.
