GIZ is seeking the services of a qualified consultancy with strong experience in data management and data governance projects, ideally in the context of the tax and/or customs administrations for the implementation of a data warehouse project in Zambia.
In order to execute Zambia Revenue Authority's (ZRA) mission, several units in the customs services division, domestic taxes division, finance, research and policy as well as the investigations division require data from different sources for various types of analyses, assessments, subsequent decision-making and execution.
Hence, the ZRA decided to set up a project to assist these divisions in undertaking Bulk Intelligence Data Analysis (BIDA) to, inter alia, detect suspicious transactions and generate reports for follow-ups. The envisaged solution seeks an approach that exploits the full potential of information sharing and data analysis within ZRA and between ZRA and a range of external entities. GIZ, as an implementing agency on behalf of the EU and the German Government, supports, through the good financial governance program, the improving of the tax compliance in Zambia, and by doing so, increasing the revenues collected by Zambia Revenue Authority.
The objectives of the present call for tender are multiple, all replying to the scope previously stated.
The consultant is requested to firstly create an integrated common data model and further build a data warehouse system for the relevant data, provisioned into the 2 main transactional applications in ZRA premises, TaxOnLine (for domestic taxes) and Asycuda World (for customs). The technology proposed by the consultant for the data warehouse should comply with the terms of reference's requirements, attached to the present call for tender. Note that the Phase 1 of the project only covers the 2 quoted transactional applications, but plans are — for the Phase 2, to further develop accesses to other sources of data, internal or external to ZRA. Nevertheless, the present call for tender is exclusively developing Phase 1 of the project.
The implementation of the data warehouse will start with the quality check of the infrastructure procured for this aim, and of the necessary software in ZRA's environment, and will continue with the installation, testing, and going into production with the overall system. By doing so, the consultant is expected to automatize the creation of the reports based upon the needs of the quoted departments, and to support the beneficiary in the creation of different views, data-marts and KPIs. Hence, the need of a strong background of the proposed team in (ideally) both customs and tax environments, at a minima, one of them.
The consultant is further expected to support the selection of a reporting tool to be used with the data warehouse for its full potential usage (an appropriate business intelligence system should be proposed based upon a pro and con analysis taking into account the IT environment and existing skills of ZRA staff).
The consultant is expected as well to support the build-up of an analytical service lab within ZRA, by proposing its organisation, skills balance and assigned objectives.
To succeed in this task, the consultant will also need to support the appropriate organizational changes (analytics service centre, data quality office, data governance, Divisional business intelligence units, trainings). Link to this, the consultant is expected to propose the data governance processes for approval by ZRA in order to ensure a gradual increase of sustainability of the analytical capabilities within ZRA.
The consultant will work in close cooperation with the beneficiary's assigned business and IT units as well as with GIZ advisor and good financial governance team in the field. To ensure a fruitful cooperation and minimize project's risks, it is expected that a large part of the work will be realised in Lusaka, Zambia.
