A Crew Transfer Vessel (CTV) is required as part of the installation and maintenance phase of the offshore sections of the grid connection systems in the North Sea (mainly in Dutch waters).
The CTV will work in close cooperation with the installation unit/Offshore Installation Manager (OIM) or a designated project manager and will transfer the client’s personnel as well as third party personnel mainly from Vlissingen (NL), IJmuiden (NL), Scheveningen (NL), Emden (GER), Büsum (GER) and Esbjerg (DK) to the offshore platforms or various installation units. Other harbours can be announced by the client. In this case mobilization and demobilization will be payed separately.
The CTV will also be used for unscheduled deployments. Furthermore, it also shall be used to transport small amounts of cargo including dangerous goods and waste (usually packed in transport units, e. g. big bags) up to one 10 feet container out to the sites, such as components and equipment for the installation and servicing of the platform or installation units. Cargo operations in the port should generally be done before the passenger boarding begins.
The fundamental requirements which a CTV must fulfil are the following:
— ensuring a safe step-over at port and on site of personnel to be transferred,
— ensuring a safe transfer between shore and offshore location and between different offshore locations,
— ensuring a safe transfer of cargo (including dangerous goods and waste),
— ensuring appropriate facilities for the number of passengers expected,
— expected number of passengers: 12 PAX (number of crew on the standard HVAC platform), not including the vessels crew
— minimum economic speed:

A statement has to be made stating that all members of the bidding consortium are jointly liable.
Furthermore, a clear consortia leader must be appointed. Moreover, the exact bidder constellation has to be explained and the legal construction needs to be visualized. The consortium structure shown in the pre-qualification phase is considered as fixed and may not be changed in the further proceedings.

§57 SektVO entitles the client to discontinue the award procedure at any time.
The period of §160 Abs. 3 No 4 GWB is explicitly pointed out.
The contract(s) will be concluded without guaranteed minimum purchase quantities.
Authorized to call for this Framework Agreement are also companies affiliated with the client within the meaning of §§ 15 ff. AktG.
Hence, call-offs under this contract can be made by the client (TenneT Offshore GmbH) and/or one of the following authorized entities:

For both lots 1+2, provision of CTV vessels, TenneT will only place call-off orders w.r.t. to this contract as soon and as long TenneT is in the full responsibility to purchase those demands. In cases of joined projects for which TenneT is not in full charge of provision of such vessels, the contractor is not entitled to claim for providing such vessel services to TenneT.
