Subject of this bid is the development of an integrated Government Business Intelligence Solution (GBIS). This new digital solution will assist the Government of Rwanda to efficiently track national socio-economic development indicators and enable better decision making.
The current system lacks flexibility (hard coded) and is not future-ready. The new system should be re-developed based on a flexible standard data warehouse solution with attached OLAP cubes and ETL tool support. The system should also include a customizable frontend that is accessible via multiple devices including mobile.
Subject of this bid/
1) A fix price part that covers the development and deployment of 3 ‘scenarios’ (despite this wording these are sequential and are to be developed in stages); and
2) A service part that covers additional analysis, solutioning and estimates and a pilot for a broader application of such a system for large scale analytics (based on diverse data sources, incl. IOT).
For the fix price part (1), the first ‘scenario’ includes the basic system set up and possibility to monthly load indicators from excel sheets, and then process (incl. verifying and approving) and visualize this information. The second ‘scenario’ includes integrating 3 source systems via different types of interfaces and extending the functionality and visualization. The third scenario includes data migration from the current system and re-designing/ re-developing of additional dashboards.
The fix price part includes in general: close collaboration and training of future system users and admins, license costs if applicable and basic maintenance for 2 years.
The service part (2) includes an analysis of data sources and use cases, architecture design for necessary extensions to accommodate such a broad scope, respective estimates to deliver such a large-scale solution and building a pilot for one of the extended data sources analyzed.
