The objective of the tendered service package is to support the implementation of the FGM component of the PSRF2-PASA2 in Guinea. The contractor will provide structural support to the programme and contribute to the achievement of indicators and outputs by implementing specific activities outlined below. A strong focus will be placed on reinforcing existing programme achievements and ensuring better anchorage of all initiatives and activities with the relevant national structures. The present call for tender is intended to recruit a consulting firm able to collaborate with relevant local religious leaders and opinion leaders, as well as with relevant local and national government counterparts to implement activities to promote the abandonment of FGM, in a bid to improve both the health and status of women in Guinean communities.
The contractor will support the implementation of the module structurally throughout the whole implementation period in the following areas:
(a) planning, monitoring and evaluation (M&E) and reporting,
(b) development of further project proposals,
(c) development of information material and fact sheets, and
(d) technical support to the programme management as needed.
The overall aim of the call for tender is to recruit a consulting firm able to provide its expertise in the implementation of the activities of module objective indicator 4 ‘The proportion of girls and boys as well as women and men (10-49 years old) who oppose female genital mutilation has increased by 6 % on average in the project regions.’
Specifically, the contractor is responsible for achieving Output 5: ‘Multisectoral coordination platforms offer gender-sensitive promotional activities to combat female genital mutilation at the national, regional and district levels’ to be achieved via two associated indicators.
In order to achieve the various indicators, it is foreseen that existing activities should be continued, combined with the introduction/ adoption of new activities which have proven to be effective in the fight against FGM, based on evidence. Reinforcing existing programme acquis and ensuring better anchorage of all initiatives and activities with the relevant national structures is essential, and cooperation with other partners involved in the fight against FGM in Guinea is strongly encouraged.
Proposed activities fall within a broad range of approaches to FGM, notably medical, educational, social, psychological, and rights-based. They cover several areas, including improving coordination of FGM activities, building capacity at community level, collaboration between the different sectors involved and action research and documentation. Information, Education and Communication (IEC) / awareness-raising activities should figure prominently throughout all work areas, and particularly within activities at community level, in order to bring about behaviour change within the population. Use of information and communication technology (ICT) is also strongly encouraged, e.g. mobile phone apps for communication purposes, etc.
