The project ‘Provision of Financial Inclusion’ (ProFI) seeks support for the implementation of its second component, which concerns the provision of financial services by financial institutions and therefore puts out to tender services to be rendered by a contractor making available international/regional and local experts. The contractor's mission is supposed to start in May 2020 and end in March 2022.
Over this span of time, the experts will go on several short-term missions in DRC which will be closely coordinated with GIZ head of project on the basis of the following planning:
— an international team leader for 152 working days;
— 2 local experts for 165 working days in total;
— an international expert in statistics for 16 working days;
— an IT expert for 91 working days.
The contractor's mission will primarily focus on the technical assistance of 2 microfinance institutions in the different provinces of intervention (Haut-Uélé, Nord-Kivu, Sud-Kivu, Haut-Katanga and Lualaba). Specifically, the contractor will aim to provide advice and support in:
1) The institution evaluation;
2) Capacity building for administrators and individuals;
3) Development/modification of financial products adapted to low-income households and MSMEs;
4) The scaling up of the products developed;
5) The development of the agency network;
6) The evaluation of the products and distribution channels developed.
The team leader acts as a coordinator of all activities and experts' missions. The local short-term expert 1 will support the team leader in advising the first partner institution and participate in the development of the agency network. The local short-term expert 2 will support the team leader in advising the second partner institution and will be an active part of the satisfaction surveys. The international short-term expert 3 will act as an encoder-statistician and contribute to market research and satisfaction surveys. During the mission, the contractor shall propose 15 surveyors charged with the conduct of 3 surveys. The short-term expert 4 needs to have good experience in designing and implementing IT solutions and is responsible for the development of an agency network. For a successful realization of the mission, relevant professional experience in subSaharan Africa is as essential as very good language skills in French, English and 2 local languages.

3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
