The food processing sector plays a vital role for sustainable economic growth and employment in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. However, the shortage of qualified workers and managerial staff puts a substantial constraint on development prospects for the sector. The commissioning GIZ project ‘Professional Education in Central Asia (PECA)’ addresses this shortage by supporting vocational and higher education programmes for the food industry in the region. Special attention is given to employment orientation and the introduction of international quality standards. Moreover, the project actively pursues regional harmonization and compatibility of national professional education systems.

Kurze Beschreibung:
The idea of fostering dual/cooperative education, i.e. the combination of learning within the real work situation and school-based learning, is at the centre of PECA's initiatives. The project aims at empowering relevant actors from politics, industry and the education sector in all 4 partner country to jointly work on necessary national regulatory frameworks to promote a labour market-oriented professional education in the food processing sector. More concretely, selected sector-specific occupational and respective educational standards shall be developed or revised. In addition, concepts for dual TVET and cooperative higher education shall be drafted. These standards and concepts are then to be introduced into educational programmes piloted under PECA and given as recommendations for the further development of national legislation in the 4 partner countries.

Furthermore, the project promotes the establishment of sector-relevant educational programmes at the levels of vocational and higher education in close cooperation with employers. Specifically, PECA supports the development and implementation of a dual TVET programme ‘Food Technician’ at selected colleges in the partner countries. In the field of higher education, a cooperative bachelor's degree programme ‘Logistics’ is conceptualized at 1 model university in each partner country.

The contractor will be responsible for preparation, implementation and monitoring of 3 work packages (WP):
— WP 1 covers technical mentoring of 1 National Working Group (NWG) each in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. These NWGs bring together relevant actors from politics, industry and education with the aim to jointly collaborate on further developing the given national regulatory framework for professional education in the food processing sector. The contractor is to systematically facilitate institutionalized collaboration within these NWGs. More concretely, the NWGs shall be supported in:

(i) developing occupational standards;
(ii) adapting educational standards; and
(iii) developing concepts for dual TVET and cooperative higher education.
The German model and experience shall be taken as a starting point, but needs be adapted to the given national circumstances.
— WP 2 aims at developing and implementing a dual TVET programme ‘Food Technician’ at selected vocational colleges in the partner countries. Regionality constitutes a basic principle of all PECA's interventions. This means that educational programmes supported by PECA shall be comparable and compatible throughout Central Asia. Therefore, a generic curriculum, jointly developed at regional level, shall build the shared foundation for the concrete design of dual TVET programmes ‘Food Technician’ at each pilot college. In an earlier project phase, such a regional generic curriculum has already been developed. It now needs to be adapted in collaboration with and based on the needs of PECA's pilot colleges and their partner companies. To ensure demand orientation, a systematic involvement of the private sector in the programme design, curriculum development and implementation needs to be foreseen,

— WP 3 includes the development of a cooperative Bachelor's programme ‘Logistics’ with a focus on the food processing industry at 1 selected pilot university each in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The envisaged Bachelor's programme shall be comparable and compatible throughout Central Asia to support mutual recognition and facilitate mobility. Therefore, a generic curriculum, jointly developed at regional level, is to constitute the shared foundation for the concrete design of cooperative Bachelor's programmes ‘Logistics’ at each partner university. To ensure demand orientation, a systematic involvement of the private sector in the programme design, curriculum development and implementation needs to be foreseen.
