The country package Togo is part of the global program ‘Forest landscape restoration (FLR) and good governance in the forest sector’ in the BMZ special initiative ‘One World without Hunger’ (SEWOH). The focus of the country package for Togo is to support government partners and target communities to implement integrated land use planning in a selected FLR landscape in the Tchamba region in central Togo. The 3 components of the project are:
1) Support of the MEDDPN and decentralized structures for FLR coordination and planning;
2) Participatory planning and implementation of selected FLR measures in Tchamba; and
3) Improve sustainable use of timber and non-timber-forest products through development of selected value chains. These activities will contribute to the national FLR target of restoring 1 400 000 hectares of degraded forest landscapes by 2030. This directly contributes to Togo's pledge of 1 400 000 ha in the ‘African Forest Landscape Restoration Initiative’ (AFR100 Initiative).

Description of expected tasks and deliverables
The tender includes all 3 outputs of the country package Togo.
Output 1 aims to improve the institutional capacity to restore forest landscapes in Togo, particularly in the Central Region. The approach is to strengthen the planning and coordination capacities of the implementing partner MEDDPN and its decentralized structures for the design and implementation of FLR processes at national and regional level. Activities include training, mentoring and funding of the inter-sectoral FLR coordination committees at the national and regional level (Tchamba, Central Region), development of local agreements to implement restoration measures in close consultation with local communities, technical and organizational advice to local state and non-state actors in mobilizing local sources of funding in coordination with the integrated expert, evaluation of the socio-economic and ecological effects of the FLR measures, as well as documentation of results of FLR models in Togo.

Major deliverables: set-up and institutionalization of a national and regional coordination structure; creation of a working group to develop a regional FLR strategy for the central region; development of financing options for FLR/REDD + together with an integrated expert; documentation and presentation of results from the FLR process in Togo at the annual partner meeting of the AFR100 initiative.

Output 2 aims to implement FLR measures in Tchamba at the local level. Participatory planning and implementation of municipal measures for forest landscape restoration are key methods to strengthen local development planning in the municipality Affem-Boussou, central region in Togo. Activities include an analysis of the drivers of forest degradation as well as development potential in the region, options for FLR solutions, implementation of selected FLR measures in a participative, conflict-sensitive decision-making process across sectors and in collaboration with technical services, policy makers, civil society organizations, the private sector, and the local target communities, selection of resilient species for FLR measures, exploration of options for integrating existing nurseries and producers into the implementation of FLR measures. The experiences gained from the implementation of the FLR measures are evaluated and documented for national and international knowledge transfer.

Major deliverables: formalization of municipal land use plans; submission of a FLR action plan for the municipality of Affem-Boussou, implementation of selected FLR measures (corridors, living hedges, etc.) on at least 500 ha, documentation and presentation of the learning experiences.

Output 3 aims to improve the sustainable use of timber and non-timber forest products in the Tchamba region through value chain development. In particular, activities will focus on the sustainable management of four existing community forests (Goubi, Alibi, Kossountou, Bago) and the promotion of up to 2 value chains (honey, cashew, Néré, or Karité). Activities will include support for organizational development, planning and implementation of sustainable timber use, including the first stage of processing, as well as for local marketing. Value chain development will focus on increasing production (honey) or production potential in slow-growing tree species and non-wood products (cashew, neré or karité) with the aim to increase employment and income potential of local target groups.

Wirtschaftliche und finanzielle Leistungsfähigkeit:
1) Average annual turnover for the last 3 years 3 000 000;
2) Number of employees as at 31.12 of the previous year 15 employees.
Technische und berufliche Fähigkeiten:
1) At least 5 reference projects in the technical field sustainable forest and land management and at least 3 reference projects in the region Africa.
In the last 3 years.
2) The technical assessment is only based on reference projects with a minimum commission value of 500 000 EUR.
