Description of expected tasks and deliverables
The tender includes all 3 outputs of the country package Togo.
Output 1 aims to improve the institutional capacity to restore forest landscapes in Togo, particularly in the Central Region. The approach is to strengthen the planning and coordination capacities of the implementing partner MEDDPN and its decentralized structures for the design and implementation of FLR processes at national and regional level. Activities include training, mentoring and funding of the inter-sectoral FLR coordination committees at the national and regional level (Tchamba, Central Region), development of local agreements to implement restoration measures in close consultation with local communities, technical and organizational advice to local state and non-state actors in mobilizing local sources of funding in coordination with the integrated expert, evaluation of the socio-economic and ecological effects of the FLR measures, as well as documentation of results of FLR models in Togo.
Output 1 aims to improve the institutional capacity to restore forest landscapes in Togo, particularly in the Central Region. The approach is to strengthen the planning and coordination capacities of the implementing partner MEDDPN and its decentralized structures for the design and implementation of FLR processes at national and regional level. Activities include training, mentoring and funding of the inter-sectoral FLR coordination committees at the national and regional level (Tchamba, Central Region), development of local agreements to implement restoration measures in close consultation with local communities, technical and organizational advice to local state and non-state actors in mobilizing local sources of funding in coordination with the integrated expert, evaluation of the socio-economic and ecological effects of the FLR measures, as well as documentation of results of FLR models in Togo.
Major deliverables: set-up and institutionalization of a national and regional coordination structure; creation of a working group to develop a regional FLR strategy for the central region; development of financing options for FLR/REDD + together with an integrated expert; documentation and presentation of results from the FLR process in Togo at the annual partner meeting of the AFR100 initiative.

Activities include an analysis of the drivers of forest degradation as well as development potential in the region, options for FLR solutions, implementation of selected FLR measures in a participative, conflict-sensitive decision-making process across sectors and in collaboration with technical services, policy makers, civil society organizations, the private sector, and the local target communities, selection of resilient species for FLR measures, exploration of options for integrating existing nurseries and producers into the implementation of FLR measures. The experiences gained from the implementation of the FLR measures are evaluated and documented for national and international knowledge transfer.

Value chain development will focus on increasing production (honey) or production potential in slow-growing tree species and non-wood products (cashew, neré or karité) with the aim to increase employment and income potential of local target groups.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, section 1, sentence 2 remains unaffected.
