Furthermore, the project works to set up sustainable systems for the delivery of the join-in-circuit, which has scientifically been proven to increase young people's knowledge on HIV and uptake of services.

The contractor is responsible for the delivery of 4 work packages (WPs) related to:
— a web-based exchange platform for PACAs and DACAs (WP1),
— the Join-In-Circuit (WP2 and WP3), and
— training offers on the Join-In-Circuit (WP4).
The web-based exchange platform (WP1) should enable PACAs and DACAs to further enhance their knowledge and skills through exchanging experiences and good practices — complementing their formal training provided by the Chalimbana Local Government Training Institute and focusing on ‘learning by doing’. Furthermore, information shared through the platform should be used by NAC to inform national and regional policy dialogues and share good practices from Zambia.

The contractor is expected to conduct a needs/feasibility assessment to verify the concept of a web-based exchange platform. Based on the outcomes, alternative digital applications may have to be devised to complement (or replace) the web-based platform. The contractor is also responsible for developing the digital tool (preferably in collaboration with a Zambian IT-company), training NAC PACAs and DACAs on the exchange platform, supporting NAC in analysing and using the data/information for policy dialogues and exchange and supporting Chalimbana to integrate a module on the digital tool(s) in the formal training course.

The Join-In-Circuit (JIC) is a scientifically proven methodology to strengthen youth-friendly services. As part of the predecessor project (German-Zambian Multisectoral HIV programme), the JIC was piloted in schools in Southern Province. The accompanying randomized controlled trial revealed that participation in the JIC was associated with increased knowledge, HIV testing and visits to family planning facilities. As a result, the Ministry of Health, NAC and many local organisations and actors are supportive of the nationwide upscaling of the JIC, including through PACAs and DACAs. Furthermore, there is strong consensus that the JIC should be expanded to include further topics and widen its outreach to include target groups outside of the school-setting.

The contractor is responsible for adapting the JIC to include 2 new stations — 1 on sexual and reproductive health and 1 on gender based violence. Furthermore, new delivery modes for conducting the JIC in various settings (e.g. communities, health centres) and with different target groups (e.g. learners, out-of-school youth, people with disabilities, parents, religious and traditional leaders) should be developed. GIZ experiences of adapting the JIC in other countries should be taken as a starting point, while principles of agile development should be applied throughout (WP2).

Following adaptations, the contractor shall develop and produce a JIC moderation toolbox. At least 30 toolboxes will be handed over to PACAs and DACAs, who can lend these to stakeholders that wish to conduct the JIC. A digital version of the toolbox shall also be made available. Moreover, the contractor is to train (existing) moderators on the adapted version of the JIC and compile a national list of certified moderators, which can be used and updated by partners to facilitate scale-up (WP3).

To strengthen sustainability, the project's approach is to streamline the JIC methodology in training offers for health workers and/or teachers (WP4). This should lead to increased satisfaction of young people with the counselling services received. Concretely, the contractor shall support training institutes in 3 provinces with designing and providing training courses on the JIC methodology. Furthermore, the project will work with NAC and the Ministry of Health to revise health care personnel training on youth-friendly and gender-sensitive service delivery. The contractor shall support this process by designing of a module on the JIC, as part of this training. Finally, it shall conduct the end-line survey on young people's satisfaction with counselling services in the project target area.
