Kurze Beschreibung:

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned us to implement the above project.

The overall objective of the project ‘Modernized, climate-friendly solid waste and recycling management in Albania’ is to facilitate the climate sensitive implementation of the National Strategy for integrated solid waste management under consideration of climate. The project is clustered into four output areas, namely:

1) Advisory services to the Ministry of Tourism and Environment;

2) Improvement of environmental compliance related to solid waste management;

3) Modernization of solid waste management procedures in selected municipalities; and

4) Improvement of operational standards of existing landfill sites.

A contractor is required to provide international and national/regional experts with relevant professional and regional experience. The contractor shall be responsible for service delivery related to output areas (2) and (4). Most of the interventions related to the output areas 1 and 2 will be implemented by the GIZ team. Close collaboration and coordination between the GIZ team and personnel assigned by the contractor will be required.

Beschreibung der Verlängerungen:

GIZ is entitled to extend the period for fulfilment of the original contract by 6 months by unilaterally notifying the contractor by 31.8.2022 (date). All relevant remuneration items shall be increased proportionately. In addition, the fees shall be adjusted pursuant to

section 5.25 of the general terms and conditions of contract. All other provisions of the contract and its annexes shall remain unchanged. Notification must be given in text form.

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference and special terms and conditions of contract.

Albania in accordance with section 3a (2) sentence 2 UStG, the place of supply for VAT purposes is therefore in ALBANIA (country).

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

1) Trading name and address, commercial register number;

2) Eligibility declaration that no grounds for exclusion in section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;

3) Eligibility declaration subcontractors if applicable;

4) Association clause if applicable.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year);

2) Declaration on the number of employees as at 31.12 of the previous year.

Mindeststandards:

1) Average annual turnover for the last 3 years: 1 500 000,00 EUR;

2) Number of employees as at 31.12 of the previous year: 15 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field ‘capacity development in municipal solid waste management’ and references in the region ‘Eastern/Southern Europe incl. Balkan States’.

Mindeststandards:

1) At least 4 reference project in the technical field ‘development in municipal solid waste management’ and at least 2 reference project in the Region ‘Southern Europe incl. Balkan States’ in the last 3 years;

2) The technical assessment is only based on reference projects with a minimum commission value of 250 000 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:

1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, section 2 remains unaffected,

2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;

3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;

4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, section 1 (2). Article 134, section 1, sentence 2 remains unaffected.
