GIZ on commission from the German Federal Ministry for Economic Cooperation and Development (BMZ) seeks to support the Government of Sierra Leone to strengthen the health system and reporting and response systems for epidemic-prone diseases. The objective of the project (called TC module) is to gear the health system in selected districts in Sierra Leone better towards the health needs of the population including sufficient staffing. GIZ intends to achieve this by supporting personnel development and management, the decentralisation of health services and reporting and response systems for epidemic-prone diseases.

Kurze Beschreibung:

The aim of the tendered services is to improve the decentralized management of health services. This includes

(a) capacity development of the Directorate for Policy, Planning and Information (DPPI) under the Ministry of Health and Sanitation (MoHS), district councils and district health management teams (DHMTs) and selected health facilities in Kambia and Kailahun on data quality and use for evidence-based sector planning;

(b) capacity development of district Councils and DHMTs in Kambia and Kailahun on planning and budgeting, management and coordination;

(c) training and coaching of DHMTs in Kambia and Kailahun on the implementation of the Integrated Supportive Supervision Visit (ISSV) methodology and updating the Action Plan Management Matrix (APMM) to improve the quality of the health services in the basic emergency obstetric and neonatal care centers and community health centers along the border to Liberia and Guinea.

To execute this work, GIZ is looking to engage a firm for providing a long-term team leader (30 expert months), 2 long-term experts (30 expert months each) and a pool of short-term experts (9 expert months).

Dauer: 30 Monate

GIZ may optionally extend the duration of the contract for a period of 36 months and/or the range of services according to the terms of reference.

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

Befähigung zur Berufsausübung:

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year);

2) Declaration on the number of employees as at 31.12 of the previous year.

Mindeststandards:

1) Average annual turnover for the last 3 years at least 1 000 000 EUR.

2) Number of employees as at 31.12 of the previous year at least 10 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field ‘Decentralised Health Systems’ and references in the region ‘Western Africa’.

Mindeststandards:

1) At least 1 reference project in the technical field ‘Decentralised Health Systems’ and at least 2 reference project in the Region ‘Western Africa’ in the last 3 years;

2) The technical assessment is only based on reference projects with a minimum commission value of 500 000 EUR.
