Southeast Asia (SEA) is one of the fastest developing regions in the world and one of the last places looking into the implementation of coal at a large scale. Despite huge renewable energy potential in the region, political and economic interests in the region continue to favour fossil fuels. Against this background, CASE intends to change the narrative in the power sector in SEA towards an evidence-based energy transition, aiming to increase ambition with regards to climate change. The programme aims to create evidence and tools that support the energy transition in the region as well as to communicate these outputs to relevant stakeholders and the general public to establish a public discourse about energy transition challenges and benefits. CASE is a regional programme (Indonesia, Philippines, Thailand and Vietnam) funded by BMU and implemented by a consortium, composed of a wide range of organisations and led by GIZ. Its secretariat is based in Bangkok, Thailand. The programme seeks support from a consulting firm that develops a communication strategy and implements communication activities in the four countries of the programme.

Beschreibung der Beschaffung
The first main task of the selected contractor will be to contribute to the development of CASE's communication strategy which will be multidimensional in terms of countries (four countries and regional), targets (from individual decision makers to general public) and formats (from conventional to unconventional means of communication and outreach). The communication team will assess current landscape and the capacity of each partner involved in and targeted by the project, develop a baseline of the state of awareness of energy transition in the region/countries and develop a precise and concrete strategy adapted to each context to reach this complex and manifold objective. It will also include the design of the communication infrastructures of the project as well as a training plan to build the capacities of the local implementing partners in the field of communication.
The second work package regards the support to the project at the national and regional level in the implementation of the communication activities (that will be implemented by the project team). The contractor will coordinate with and guide the country and regional teams and ensure execution according to plan and targets. The contractor will also be in charge of implementing the communication training plan to build the capacities of the local organisations in this field and will oversee the monitoring of the communication activities' impact as well as the reporting on those activities to the project (and indirectly to BMU). This will include the development of lessons learned from the programme in order to gather best practices.
The contractor will deliver the above activities between mid-November 2020 until the end of the project (02/2024).

According to Article 160, section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, section 2 remains unaffected;
2) complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, section 1, sentence 2 remains unaffected.
