GET.invest is a European programme that aims at mobilising investments in decentralised renewable energy projects. It supports private sector business and project developers, financiers and regulators in building sustainable energy markets. In doing so, it contributes directly to the interlinked development (SDG) as well as climate change objectives (Paris Agenda).
It was launched in early 2019, building on its predecessor, the Africa-EU Renewable Energy Cooperation Programme (RECP). With an extended geographical focus beyond the African continent, GET.invest delivers by mobilising the private sector and by building a pipeline of viable investment projects.
The programme works closely with a broad range of partners, in particular industry associations and cooperates with numerous related initiatives in the space of international cooperation on decentralised renewable energy.
GET.invest is hosted on the multi-donor platform GET.pro, implemented by GIZ and supported by the European Union, Germany, Sweden, the Netherlands, and Austria.

A key service of GET.invest is its direct support to renewable energy project developers in partner countries towards enhancing their project documentation. To this end, the GET.invest Finance Catalyst provides advisory and coaching to developers of renewable energy projects.
The upcoming GET.invest project documentation development service complements this by supporting projects under advisory by the GET.invest Finance Catalyst through the development of documents and studies. The service, in close coordination with the developer and the advisors of the GET.invest finance catalyst, produces critical studies such as environmental and social impact assessments and other documents that are critical for the successful acquisition of financing for the project, in such cases where GET.invest support is additional and required.
The contractor is responsible for the development of documents/studies in Phase 1 with the option of extension as mentioned in the terms of reference.
Key deliverables/milestone deadline:
Task 1: Inception report inception + 2 weeks;
Task 2: Documentation of interface with GET.invest finance catalyst inception + 5 weeks;
Task 3: Status reports every 6 months;
Task 3: Project documentations developed after conclusion of each individual assignment;

Important elements of the measures put out to tender can be continued within the framework of a follow-on measure.
Due to the nature of GET.invest as a highly modular platform, intentionally designed for scaling up, it is possible that this may lead to an increase of the budget by multiples of the initial volume of the contract. This is highly likely at the point of tendering.
However, since neither of the extensions are already contracted, nor the exact scope is known at this point, it is impossible to reflect them already in the terms of reference.
An extension of the contract duration in line with the above extension in overall assignments of up to 36 additional months is deemed realistic.

A. Expansion of budget for core services
Type and scope: at the time of the tender, GET.invest is commissioned with a certain budget, part of which is allocated to the tender. It is likely that once additional contributions are contracted, additional funds may come available for the services as part of this contract. Therefore, it is likely that the volume of this contract will be expanded during the course of the contract period.
An expansion from the currently foreseen eleven project documentation development assignments to a total of 23 assignments (12 additional) is deemed possible.
This would directly translate into an increase in the required staffing resources. The exact composition is unknown at this point, but in this scenario, it would approximately mirror the provisions of these ToR.
Requirements: this scenario will materialise as contributors to GET.invest (BMZ, EU, NL, SE, AU) make additional funding available. It further depends on the expectations attached to the funding, i.e. which proportion of the additional funding should be allocated to the Project documentation development.
Depending on the mandate and volume of the commission/available funding, additional services, such as, but not limited to additional demand for technical assistance may be required, as described above. In this case, GIZ reserves the right to award contracts for additional services of this type of more or less similar amount within the framework of the basic project described in the terms of reference to the successful company. The price adjustment pursuant to section 5.25 of the general terms and conditions of contract shall be determined by the mean collectively agreed salary increases under GIZ's collective bargaining agreement during the term of this contract.
The assignments are likely to require significant travel for both the senior and the junior experts. For maximum flexibility, all expert-days of the international experts are shown as days in the home country but include any to be agreed on a case-to-case basis incurring expert-days in the countries of assignment.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
