GIZ is seeking to procure the services of a contractor to prepare bankable feasibility study, a business model and tenders documents of pumped storage project. The scope of work for the contractor is structured in six work packages:
1) inception and technical concept,
2) field assessment studies,
3) project alternative configurations and optimization,
4) project design,
5) finalize feasibility study of the selected alternative scheme,
6) business model.

GIZ is seeking to procure the services of a contractor to prepare bankable feasibility study, a business model and tenders documents of pumped storage project. The scope of work for the contractor is structured in six work packages:
1) inception and technical concept,
2) field assessment studies,
3) project alternative configurations and optimization,
4) project design,
5) finalize feasibility study of the selected alternative scheme,
6) business model.
The Jordanian water and energy sectors are facing problems that can be mostly solved through joint planning and coordination. While the energy sector suffers from grid instability and power curtailments from renewable energy resources, the water sector is facing financial difficulties resulted from high energy bill. The Jordanian population has been growing at high rate for years, and its demand for water and wastewater services is also increasing rapidly. Many Jordanian consumers are geographically distant from water resources, and the challenging hydrogeology and topography contribute to the water sector's high energy consumption. In fact, the water sector is Jordan's single largest energy consumer, accounting for around 15 % of total energy consumption. For this reason, the German Federal Ministry for Economic Cooperation and Development (BMZ) supports the Jordanian government in its efforts to enhance water energy nexus cooperation towards joint planning of the important sectors through the project ‘Renewable Energies in the Water Sector (REW)’, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The first phase of REW runs from November 2017 to October 2021. This project is part of the German development program ‘Management of water resources in Jordan’.

The module objective of the project is ‘The conditions for increased implementation of renewable energy in the water sector are improved’. The project operates across the country. Its core lies in embedding a systematic nexus dialogue between water and energy sectors to reduce deficits in both sectors and to support the implementation of new renewable energy projects within the water sector.

This tender involves the supply and management of consultancy services to the GIZ operated REW project in Jordan. The services will be delivered by short- and long-term experts in form of technical and administrative services related to pumped storage project in Jordan. The objectives of this assignment are:

1) To develop a full bankable feasibility study of the pumped storage project;
2) To develop possible viable business model alternatives to share benefits of the project by water and energy sector;
3) To prepare the tender documents for this project.
The specific scope of work for the contractor is structured in four work packages (WP):
WP 1: Inception and technical concept
WP 2: field assessment studies
WP 3: Project alternative configurations and optimization
WP 4: Project design
WP 5: Finalize feasibility study of the selected alternative scheme
WP6: Business model
The assignment will be carried out between 1 December 2020 and 31 October 2021 with a total of 484 person days for two technical long-term experts (including one team leader) and 822 person days for two pools of technical experts.
Dauer: 11 Monate
Beschreibung der Verlängerungen:
GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the contractor. For details, please see the special terms and conditions.

2) Declaration on the number of employees as at 31.12 of the previous year.
Mindeststandards:
1) Average annual turnover for the last 3 years at least EUR 2 000 000.00.
2) Number of employees as at 31.12 of the previous year at least 8 persons.
Technische und berufliche Fähigkeiten:
It is necessary to provide references in the technical field ‘operation and management support to water utilities’ with a minimum commission value of EUR 300 000.00.
Mindeststandards:
1) At least 5 reference projects in the technical field ‘feasibility assessments of hydro power plants’ and at least 5 reference project in the region ‘World’ in the last 3 years.
2) The technical assessment is only based on reference projects with a minimum commission value of EUR 300 000.00.
