The GIZ Sector Initiative Global Health supports the German Federal Ministry for Economic Cooperation and Development (BMZ) in its role and activities within multilateral initiatives and organisations related to global health and the fight against infectious diseases. It aids the knowledge sharing process from other (bilateral) projects in order to use the German development experiences at the multilateral level. Knowledge gained from the implementation of German (bilateral) programmes on health and social security as well as current trends and events from international discussions and Germany's multilateral commitments, with a special focus on BMZ core priorities, are to be made publicly available to an international expert audience via a web portal called Healthy Developments (HD). Part of the HD platform is the German Health Practice Collection (GHPC), a peer-reviewed series of case studies that seeks to highlight innovative approaches and insights generated by projects.

Kurze Beschreibung:

The assignment consists of three core processes. The contractor will be responsible in full or in part for planning, implementation and monitoring.

• Core process 1 is the re-launch, design and administration of the Healthy Developments knowledge platform.

• Core process 2 is the planning, researching and publishing of the GHPC case study series, that will undergo an overhaul.

• Core process 3 includes public relation tasks aimed at increasing the number of people reached with the HD platform and the GHPC series.

Key highlighted activities include, but are not limited to:

— developing a new design and structure of the healthy developments website;

— coordinating and implementing the website move from its current site to a new domain, design and backend;

— website maintenance and technical support;

— implementation and maintenance of the content management system of the new site;

— putting together and sending out a regular newsletter;

— regularly producing new content in the form of articles and to a lesser extent background information on key areas of German efforts in the health sector or study results to be published on the website;

— developing a new selection and publication process for GHPC studies in their possible three new formats;

— producing one GHPC publication in the form of video, podcast or short study per year;

— promoting the international dissemination and discussion of the contents/findings particularly of the GHPC publications, but also of other publications on the website.

The assignment covers the span of 2 years and 6 months and is intended to start in November 2020.

1) At least one reference projects in the technical field platform implementation in political context at least 0 reference projects in the region in the region world in the last 3 years.

2) The technical assessment is only based on reference projects with a minimum commission value of EUR 350 000.00.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:

1) the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2) complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;

3) complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;

4) more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2) Article 134, Section 1, Sentence 2 remains unaffected.
