Beschreibung der Beschaffung
This tender concerns the development of the Tunisian long-term climate strategy (LTS) which will encompass a low-emission (Lot 1, 81257279) and climate-resilient strategy (Lot 2, 81257282) for the time horizon 2050. This lot 1 focuses on the elaboration of the Tunisian low-emission strategy at long-term. The climate-resilient strategy will be developed in the context of Lot 2 (81257282) of this tender. The contractor of lot 1 will be responsible for the consolidation of the overall climate strategy by integrating the climate-resilient strategy of lot 2 in lot 1. The activity is one of the core activities of component 1 of the above-mentioned NDC project (component 1: Enhancing the institutional and strategic framework for the implementation of the Paris Agreement).
The contractor of lot 1 is expected to deliver the following results:
1) Elaboration of the Tunisian long-term low-emission strategy (time horizon 2050).
The long-term low-emission strategy should cover all economic and IPCC sectors. It is to be noted however, that a long-term strategy for the energy sector is currently under preparation by the ANME. The contractor is hence requested to integrate the results of the energy sector in the strategy to be developed with this tender.
The contractor will be requested to propose a working methodology detailing the process for the elaboration of the strategy as well as the (modelling) tools and instruments to be used for the different GHG emission scenarios. The contractor will analyze the current national context related to climate policy, especially existing strategies and mitigation programmes at national and sectoral level relevant for the long-term strategy. Based on this analysis and the existing socio-economic scenario, the contractor will develop a strategic vision for a low-carbon development in the long-term in close cooperation and consultation with the relevant Tunisian stakeholders.
The contractor will conduct prospective modelling (top-down and bottom-up) to define the BAU GHG emission scenario and a low-emission scenario for the long-term in alignment with relevant existing strategies/orientations. Socio-economic impacts will also be analyzed. The contractor is requested to conduct modelling for the relevant IPCC sectors except for the energy sector. For the energy sector, the contractor is requested to integrate the modelling results by ANME in the strategy to be developed in the context of this tender. Based on the developed low-emission scenario, the contractor will propose mitigation targets at national and sectoral level.
To ensure the effective and successful implementation of the developed strategy, the contractor will define the necessary framework conditions for its implementation and propose a monitoring and evaluation framework. To facilitate the outreach of the strategy, the contractor is also requested to develop appropriate communication materials.
2) Compilation of the Tunisian long-term climate strategy (integration of Lot 2 (81257282) in Lot 1 (81257279)).
The contractor is requested to compile the overall Tunisian long-term climate strategy by integrating the climate-resilient strategy developed in the context of lot 2 in lot 1. To ensure coherence, the contractor of lot 2 will support the quality assurance.
Throughout the elaboration process of the low-emission strategy, the contractor will facilitate the accompanying political and participatory support processes (political buy-in, stakeholder consultations, communication and awareness-raising) in cooperation with the Tunisian partners and the GIZ project team.The contractor will deliver the above mentioned activities in a 15-month period from contract signing, using a mix of 3 international short-term experts and 4 national short-term experts based in Tunis.
