The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH was commissioned by the German Federal Ministry for Economic Cooperation and Development to implement the project ‘Sustainability in the Textile- and Leather Sector in Bangladesh’, with the objective to ‘strengthen public and private sector actors’ capacity to fulfil their mandate and responsibilities to ensure compliance with social and environmental standards in the textile- and leather industry in Bangladesh.
GIZ is seeking to commission a Contractor to implement one Output focusing on:
1) strengthening the DoE's enforcement capacity, and
2) supporting the MoEFCC and the DoE in revising their regulatory framework based on the EU's best available technique methodology. By successfully implementing the areas of intervention mentioned above, the Contractor will be responsible to achieve the objectives specified in this Output as well as the corresponding project indicator to develop a legislative proposal (governmental bill and/or draft law) and Roadmap for stricter environmental regulation regarding sustainable management of industrial solid waste, wastewater (incl. sludge) and air emissions referencing environmental directives and guidelines that are to be developed under this assignment. These tasks should be implemented in close cooperation with the responsible Government institutions. Main tasks are:
Main task 1: developing a legislative proposal for stricter environmental regulation
The contractor is expected to deliver a legislative proposal (governmental bill and/or draft law) and Roadmap for stricter environmental regulation regarding sustainable disposal/management of industrial solid waste, wastewater (incl. sludge) and air emissions, which references environmental directives and guidelines that are to be developed under this assignment.
The contractor is expected to develop environmental directives and guidelines regarding the management of industrial solid waste, wastewater (incl. sludge) and air emissions. The Sevilla Process, which was established by the EU to develop the best available technique reference documents in order to direct industrial emissions should not only serve as a best practice but also provide procedural guidance in the development of the environmental directives and guidelines.
Once the BAT's are identified the contractor should support the DoE and MoEFCC in developing a legislative proposal and Roadmap for stricter environmental regulations (governmental bill and/or draft law) targeting the textile- and leather industry referencing the directives and guidelines developed within the BREF-process.
Main task 2: developing a catalogue of measures to strengthen individual and organizational capacities of the DoE.
The contractor will be responsible for developing a catalogue of measures as well as an implementation plan to strengthen the individual and organizational capacities of the DoE. Based on a comprehensive capacity needs assessment and SWOT-Analysis the Contractor is expected to develop a capacity development strategy to strengthen the DoE's individual and organization capacities.
Main task 3: improving the DoE's environmental regulatory measures.
The contractor is expected to strengthen the DoE's monitoring and enforcement capacity by developing new or improving existing environmental regulatory measures such as online monitoring systems, laboratory capacities and inspection planning mechanisms. Based on the priorities specified in the catalogue of capacity development measures and the implementation plan the contractor is expected to develop capacity development activities, such as developing training materials, conducting workshops and training sessions for relevant government officials. Moreover, the contractor is expected to address the DoE's relatively weak monitoring as well as laboratory capacity providing trainings and technical advisory services to improve the inspection and enforcement of environmental standards.
