A sufficient and sustainable power supply for the population remains one of the greatest challenges for the Pakistani government. Owing to the country's continuous economic growth and increasing urbanisation, its need for energy has constantly risen in the recent decades. It is anticipated that the population will increase from 207 million people in 2017 to around 245 million by 2030. Around half the population will then live in urban areas. The increase in the need for energy, at 3.3 % annually, is equally dramatic. Although Pakistan is one of the Asian countries with the highest energy intensity (4.42 megajoules per USD gross domestic project at purchasing power parity of 2015), efficient use of the available energy is not yet at the focus of policy-making. While in 2016 the National Energy Efficiency and Conservation Act marked an important first step towards improving energy efficiency in Pakistan, the results have so far fallen short of expectations.
Initial reform efforts can be observed in cities such as Islamabad and Lahore. The ongoing urbanisation of the country is forcing mayors, city councils and municipal administrations to undergo a mind shift and to implement measures for efficient energy use. Buildings, street lighting and water supply systems, as well as local public transport in particular are energy inefficient. The unnecessarily high energy consumption places considerable burdens on cities and municipalities. With the national Pakistan Vision 2025, the partner government is aiming for the reduction of energy loss in cities and urban agglomerations, as well as the promotion of renewable energy.
For this reason, the German Federal Ministry for Economic Cooperation and Development (BMZ) supports the Pakistan government in its efforts to increase energy efficiency in cities through the project ‘Promotion of Renewable Energy and Energy Efficiency Concepts in Cities and Industry ‘ REEE-Scale’, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). REEE-Scale will run from June 2020 to November 2023. This project is a module of the German Development Cooperation Programme ‘Renewable Energy and Energy Efficiency in Pakistan’ and part of the German Climate Technology Initiative (DKTI).
The module objective of the project is ‘The functioning of municipal energy management systems is demonstrated in Pakistan’.
The project is structured in four work packages (outputs):
1) Implementation of energy management systems in cities;
2) Introduction of innovative digital methods for municipal data management;
3) Planning and implementation of energy efficiency measures in cities;
4) Dissemination of experiences with municipal energy management.
While the project will initially focus on the topic of energy efficiency in the urban context, it will not exclude support in individual situations in the area of renewable energy.

1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
