Beschreibung der Beschaffung
The ‘EuroMaidan’ Revolution in 2013/2014 set Ukraine in a ‘European’ direction, with an association agreement being concluded with the EU in the same year. This allowed for new policy initiatives, particularly the rationalisation and strengthening of local government as well as the establishment of a mechanism for the systematic planning and transparent financing of regional development measures.
The major, multi-donor funded initiative, the ‘Ukraine — Local Empowerment, Accountability and Development Programme (U-LEAD)’ has been supporting administrative-territorial reform, fiscal and sectoral decentralisation as well as local and regional development in Ukraine since 2016. This reform centres on the voluntary amalgamation of pre-existing communities into so-called ‘Amalgamated Hromadas (AHs)’ and the decentralisation of competences from higher levels of government to the local level.
U-LEAD with Europe's Phase II will start on 1 July 2020 with financial support from the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ) and potentially other member states. Implementation has been entrusted to the Deutsche Gesellschaft für Technische Zusammenarbeit (GIZ) and will run for 42 months until 31 December 2023. The initiative addresses a wide spectrum of institutions, and potentially all levels of government (including oblasts and rayons). The primary beneficiary at central level is the Ministry of Development of Communities and Territories (MinRegion) while AHs are the focus at local level. Phase II will deepen activities in the key areas:
1) top initiatives (e.g. thematic support packages (TSP), public investment);
2) local development initiatives;
3) regional development; and
4) communication and dialogue.
TSP, i.e. capacity building within AHs so that they can improve the performance of duties for which they are responsible, will be a particular focus of the initiative's upcoming phase.
The management/implementation structure for U-LEAD with Europe Phase II comprises a horizontal Directorate and four Programme Units including the Sustainable Development Unit (SDU). SDU focusses on municipal service delivery, economic development, and AH communication/engagement with stakeholders (e.g. citizens). It is therefore responsible for the further development and implementation of TSP, while spearheading U-LEAD's support to MinRegion regarding the regional and local development portfolio.
GIZ is seeking to procure the services of a contractor (consultancy firm or consortium) with relevant experience in Regional Development Policy in EU member states, neighboring as well as pre-accession countries, public engagement and event management to assist partners in the management of the regional development portfolio, the design of local development projects and stakeholder engagement. As support to the overall initiative and SDU in particular, this includes strategic advice and support in regional policy design, implementation, coordination and monitoring, corresponding capacity building as well as the activation of non-governmental stakeholders in municipal decision-making.
The assignment will be carried out between 1 November 2020 until 31 July 2022 with a total of 577 person days for two international experts including one team leader, 1020 person days for national members of the core expert team as well as 2 600 person days for a pool of international and national experts.
