In the frame of development cooperation between the German Federal Government and the Government of Albania, a bilateral technical assistance (TA) programme "Sustainable Rural Development (SDR)" is jointly implemented by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) and the Ministry of Agriculture and Rural Development (MARD) as lead partner on behalf of the Government of Albania. The TA programme is designed to enhance the capacities of the relevant stakeholders in rural development. The SRD partners are advised on the EU-compliant orientation of their policies and programmes. Measures to increase the efficiency of selected market-oriented agricultural Value Chains (VC) and in the field of rural tourism are implemented taking agrobiodiversity into account. The content of this tender is to implement needs-based interventions to increase the performance of fruits, vegetable and small ruminants value chains.

Kurze Beschreibung:

The TA Programme "Sustainable Rural Development in Albania (SRD)" supports the Albanian partner institutions and stakeholders, so that the conditions for sustainable income-generating opportunities in rural areas of Albania have improved. The target group of the SRD Programme is the rural population of Albania who are engaged in smallholder agriculture and/or are MSMEs or have the entrepreneurial potential to do so, especially women and young people, including returnees. The programme works in four fields of interventions (Outputs): (Output 1) strategies and policies for sustainable rural development are available; (Output 2) the efficiency of selected market-oriented value chains is increased. This output consists of cluster I - short traditional products/VCs and cluster II - long market-oriented VCs; (Output 3) the quality of education and training in the supported value chains is increased; (Output 4) knowledge on sustainable rural development is strengthened.

The central task of this tender is the provision of services for Cluster II of Output 2 "Increasing efficiency of market-oriented selected value chains", particularly of the fruits, vegetables and small ruminants value chains. The support to VC Cluster II comprises selected market-oriented agricultural products that have the potential to increase the competitiveness of small farmers for the national, regional and international market. In cooperation with qualified consultants from public and private service providers, their professional and entrepreneurial skills are improved and at the same time cooperation and networking of the VC actors are promoted through formal mergers and suitable business models for an improved market position. Similarly, their technical skills and capacities on innovative, cost-efficient and environmentally friendly techniques and methods on pre-harvest and post-harvest technologies relying on good agricultural practices are also enhanced, so that the products" quality and standards are increased.

The broad outline of work packages for interventions under this tender include:

(i) Marketing (WP1) - development of marketing strategies; facilitation of matchmaking and B2B contacts especially for export-oriented products

(ii) Farm economics, business skills and inclusive business models (WP2) - Improvement of skills for and economic analyses of farms and MSME, identification of business models, and realize potential for ICTs

(iii) Access to finance (WP3) - link farmers/MSMEs to funding sources and financial services

(iv) Production technologies (WP4) - Capacity development and training on innovation and modernization in agricultural production

(v) Post-harvest technologies (WP5) - Capacity development and training on innovation and modernization in post-harvest handling and processing

The approach for interventions shall particularly focus on the capacitation of public and private services providers and civil society organisations to deliver extension, advisory and business development services needed to upgrade the value chains. Public and private service providers as well as sector associations must be strongly involved and capacitated to deliver the capacity development measures. To allow for tailor-made and needs-based support, stakeholder groups for each value chain need to be involved and consulted on a regular basis. The interventions shall be interlinked with other key outputs and shall contribute to meeting the SRD programme"s objectives and indicators. The contractor is obliged to monitor the contributions of the interventions to the indicators of the programme "Perspektive Heimat".

It is expected that the contractor works in close relationship with the SRD team and its partner institutions. Office space (2 workstations), including running costs but excluding equipment and stationery will be provided by GIZ in Tirana.

Beschreibung der Verlängerungen:

GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the Contractor. For details, please see the special terms and conditions.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field "operation and management support to water utilities" with a minimum commission value of EUR 120 000.00.

Mindeststandards:

1) At least 3 reference projects in the technical field of "Value chain promotion in agiculture " and at least 2 reference projects in the region "Eastern Europe " in the last 3 years.

2) The technical assessment is only based on reference projects with a minimum commission value of EUR 120 000.00.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
