The increasing waste from electric and electronic devices accelerates e-waste generation also in Ghana. The absence of a functional formal recycling industry allows informal e-waste workers making their living from just extracting the contained valuable metals. However, many of their dismantling practices do serious harm to health, environment and climate.

Against this backdrop, the objective of the technical cooperation (TC) module (phase 2) is to contribute to improving the sustainability of WEEE management in Ghana.

The TC module focuses on the following three fields of activity:

1) improvement of the capacities of state actors for the management of WEEE;

2) strengthening private sector actors for the recovery of WEEE along the recycling;

3) initiating the transition process of the scrap yard in Old Fadama towards a sustainable recycling park in a conflict-sensitive way, ensuring the participation of women working at the scrap yard.

The first component operates at the macro level and aims at strengthening the capacities of state actors: MESTI to effectively coordinate the sector dialogue on the implementation of the e-waste policy and involve the relevant ministries, city administrations, private sector, NGOs; EPA to take over its supervisory role effectively, ensuring the environmental sustainability of the e-waste policy. It also includes capacity development at the local government level for appropriate management of waste from electric and electronic equipment. The second component targets the private sector along the entire WEEE recycling chain, including the development of innovative business models. The third component comprises Train-the-Trainer activities, the operation of the Technical Training Centre (TTC) at the Old Fadama Scrap Yard (‘Agbogbloshie’).

The service provider will provide and manage a team of international and national short-term experts for:

(a) capacity development at the Metropolitan, Municipal and Districts Assemblies level;

(b) providing technical training on appropriate management of waste from electric and electronic equipment together with training of trainers;

Befähigung zur Berufsausübung:

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) average annual turnover for the last 3 years: EUR 450 000.00;

2) number of employees as at 31.12 of the previous year 5.

Mindeststandards:

1) at least 3 reference projects in the technical field sustainable e-waste management and at least 3 reference projects in the region in the region world in the last 3 years:

2) the technical assessment is only based on reference projects with a minimum commission value of EUR 150 000.00.

Beschreibung der Optionen:

GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the contractor and allowing a reasonable amount of time. The quantitative requirements are adjusted accordingly taking into account any unused items and budgets.

In addition, the fees may be adjusted in accordance with the price adjustment clause provided for in the applicable general terms and conditions of contract. All other provisions of the contract and its annexes shall remain unchanged. Notification must be given in text form.

GIZ is entitled to extend the scope of services in the original contract by unilaterally notifying the contractor as laid down in the terms of reference and allowing a reasonable special terms and conditions of contract amount of time for the respective extension. According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:

1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;

2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;

3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;

4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
