Nile basin countries face increasing challenges of meeting the requirements of their rapidly growing populations, which result in intensification of utilizing the Nile waters e.g. for agricultural and energy purposes. Individual riparian countries are embarking on major developments of water resources infrastructure, which can have major implications for the basins water resources. The Nile Basin countries, through the Nile Basin Initiative (NBI) have now shown commitment to put in place a Nile River Basin Management Plan (RBMP) that consolidates the achievements made in the past 20 years of cooperation, and that can provide for closer coordination between the different national development plans while at the same time providing a strategic direction for addressing water resources challenges and for optimizing the basin development in an integrated and cooperative manner for the benefit of all riparian countries. The RBMP shall in turn inform the preparation of a basin-wide, multi-actor investment programme to promote water security in a cooperative and environmentally sustainable manner.
The assignment shall be carried out in two phases. Phase I focuses on developing the river basin management plan and a concept for the basin-wide investment program. Phase II is an option and focuses on developing the basin-wide, multi-actor investment program. The Phases are to be implemented in an overlapping manner from December 2020 to December 2021 with a possible extension until June 2022.

The objectives of phase I of the assignment is to develop a Nile River Basin Management Plan (RBMP) which is appropriate to the current level of cooperation and trust in the basin, building on the findings and recommendations of the state of the basin report and the strategic water resources assessment. In addition, a concept for a basin wide, multi actor investment program is to be developed. In the optional Phase II of the assignment (not these TOR) the objective will be to develop the multi-sectoral Nile Basin Investment Program (BIP), which will be based on the action areas identified in the RBMP.
The following outputs are to be delivered by the contractor under this assignment (phase I) — in conjunction with NBI which will be responsible for the country consultation process:
OP-1: Develop the RBMP concept based on review and structuring of the available information;
OP-2: Formulate the plan's vision, goals and the underlying key principles of basin management with the countries;
OP-3: Develop the strategic actions, focal areas and responsible entities with the countries;
OP-4: Develop the final RBMP document;
OP-5: Conduct the country and stakeholder consultation process together with NBI;
OP-6: Develop a framework/concept and quality criteria for a basin wide investment program (BIP) for discussion by the countries.

1) the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
