Agriculture accounts for 70 % of total global freshwater withdrawals, making it the largest single user of this precious resource. Food production and supply chains consume about 30 percent of total energy consumed globally. The agricultural sector is one of East and West Africa's most important economic sectors. Water and energy are critical at almost every aspect of the agricultural value chain.
The WE4F program: The Water and Energy for Food (WE4F) programme is funded by Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in two regional hubs in East and West Africa. The overall objective (impact) of the WE4F programme is to increase food production and income of smallholder farmers through and a more sustainable use of water and energy in food production.
The requested services in this bid are divided in two (2) lots, one related to East Africa (Lot 1) and one related to West Africa (Lot 2). The requested services can be offered for one Lot only or for both Lots together.
The WE4F program expects the following outputs to be achieved through the request services in the present assignment:
— business capacities of innovators (SMEs) that offer innovative solutions (technological, digital, financial, etc. new to a context) for up-scaling climate friendly, energy and/or water efficient innovations are improved through financial and technical assistance,
— access to appropriate financing options for climate friendly, energy and/or water efficient innovations is improved and new, suitable financing mechanisms for end user of innovations are identified.

The assignment refers to three (3) work packages, that are identical for Lot 1 and Lot 2, namely:

— work package 1: preparing and managing innovations calls for SME innovators

— work package 2: strengthening business capacities of innovators of SME innovators

— work package 3: supporting SME innovators for access to finance and scaling up innovative solutions.

Direct beneficiaries of the innovation calls are SME innovators having developed market-ready and scalable innovations in the nexus food, water and energy.

The bidder is to implement all tasks in partnership with the GIZ WE4F teams in the two hubs as well as the steering unit in Germany.

2) At least 5 reference projects in the technical field 'scaling of innovation (water, energy, agriculture), innovation calls and business development of SMEs' in the last 3 years and at least 3 reference projects in Eastern Africa in the last 3 years.

Mindeststandards:

1) The technical assessment is only based on reference projects with a minimum commission value of EUR 500 000.00.
