Beschreibung der Beschaffung
The task to be performed by the contractor is to build-up on the existing successes along the two tracks of implementation, further develop the inclusive and participatory capacities of the LPCs and support the monitoring and the implementation of Zummar tribal agreement, as well as to further negotiate and design inclusive local peace agreements in Ninewa on a needs-based approach.
The focus of all tasks lies on the support of locally driven, needs-based, inclusive and participatory peace building processes to strengthen social cohesion in Ninewa.
In order to properly design and conduct participatory planning processes and negotiate inclusive local peace agreements, trainings and orientation shall be provided to the LPC members and stakeholders relevant for local peace agreements in different thematic areas. Based on the achievements in capacity building, dialogue sessions and mediation processes shall be facilitated in cooperation with the LPC members and other relevant stakeholders.
Key activities:
A) Local Peace Committees (LPCs) (LPC track)
A.1 Capacity building of the LPCs
— improve the LPC members' capacity in conducting inclusive and participatory community consultations through several methods (Key Informant Interviews (KIIs), focus group discussions (FGDs), town hall meetings, and through traditional methods and other events or visits (esp. women)) to report back to the LPC meetings,
— enhance the capacity of Sinjar LPC to the same level as the other four LPCs,
— advance the skills of the LPC members in conflict analysis, conflict management and resolution, do-no-harm, conflict sensitivity, trauma awareness,
— advance the reporting and communication skills of the LPC members,
— based on the approaches for this project, produce a training manual for capacity building of local peacebuilding structures in accordance with GIZ regulations, summarizing the learning from this project and providing GIZ with the material that was used.
A.2 Associated events and activities
— design and conduct pre-planning sessions (one with each LPC) in Ninewa in preparation for the strategic planning meetings,
— design and conduct thematic strategy planning meetings in Mosul (one with each LPC) to develop a work-plan and set a performance monitoring plan based on key challenges,
— design and conduct monthly meetings (one with each LPC) to discuss challenges and processes conducted in the previous month, develop a work-plan for the forthcoming month, and review progress,
— design and conduct community consultation sessions and tailored communications in Ninewa to facilitate dialogue and inclusive and participatory planning processes,
— design and conduct trainings for the committees to learn how to select, design and implement inclusive and responsive initiatives,
— implement small initiatives per committee to tackle local conflicts in their area and contribute to their solution,
— discuss and elaborate lessons learned, best practices, challenges, successes, and a technical review of performance monitoring with the committees.
B) Local peace agreements (LPA track)
B.1 Stakeholder mapping, conflict analysis and needs assessment
— conduct regular and systemic conflict analysis of local conflict drivers,
— establish models on vulnerability mapping of marginalised and underrepresented groups,
— individual Dialogues (KIIs, FGDs) with selected key actors, women and marginalised or underrepresented social groups to further discuss and agree on the design of local peace agreements (e.g. Tel Afar, Sinjar, Mosul, Ba"aj and Hatra Districts),
— conduct data analysis, produce a report and introduce the findings to the stakeholders and other actors as GIZ and consultants see appropriate,
— review the results of the initial findings and to lay the foundation for a draft agreement that is compliant with human rights principles and the Rule of Law and minimum acceptable terms with the relevant actors.
B.2 Dialogue sessions and mediation
— conduct dialogue sessions Ninewa between key selected tribal leaders, representatives from the prime minister's office, and security leadership in Ninewa and religious leaders to review the terms of the potential covenant and do a final review that matches the expectations of the key actors in the targeted areas,
— conduct meetings with women representatives and marginalised or underrepresented social groups from the targeted areas to develop recommendations to be included in the agreement and do a final review that matches the expectations of the respective groups,
— conduct meetings with tribal leaders and other relevant stakeholders from the targeted areas to do a final reading and review for the agreement to ensure both inclusive acceptance and local awareness and respective signature from all relevant stakeholders,
— public announcement in Ninewa of the signing of local peace agreements.
C) Reporting, monitoring and evaluation
— produce quarterly reports, short reports for each event, and ad-hoc reports on the most important incidents, a final project report for each track (one for LPCs, one for TA, 10-15 pages),
— maintain a database containing information of the events and beneficiaries and other stakeholders involved in the project implementation. Data on events and beneficiaries should be shared with the GIZ M&E Unit, and compatible to be integrated into GIZ' M&E Dashboard (‘MAC App’), by submitting it through GIZ-prepared templates, based on a data sharing agreement,
— produce a monthly financial report to an agreed GIZ template detailing spend on activities, to be submitted with invoices, evidence of spend and detail on future forecasting,
— attend meetings at GIZ Erbil offices as well as at various relevant coordination groups.
