Project: Technology based adaptation to climate change in rural areas of Tajikistan and Kyrgyzstan

In Dushanbe, the capital of Tajikistan, a Remote Sensing Laboratory (EOL) is to be set up at the partner Institution ‘Fazo’ (meaning ‘space’ in Tajik language). Corresponding capacities of staff members are to be developed. In detail, the following tasks must be conducted by the contractor:

—development of a technical concept for the EOL, in-depth planning and preparation of the training measures;

— installation of technical infrastructure and launch of the EOL;

— 6-week training in several modules on basics of remote sensing and digital image processing;

— 6-week training in several modules on advanced remote sensing techniques to produce thematic information relevant to the climate change as well as digital terrain models, time series and indices;

— support for the photogrammetric evaluation of aerial images from ‘Unmanned Aerial Vehicles’ is also part of the contractor's activities.

After successfully completing the training units, the operators of Fazo will deepen their knowledge during a period of several weeks at the contractor's office to deepen their knowledge and get familiar with the work flow of a remote sensing company.

For the partners in Kyrgyzstan training on a much smaller scale is planned. Two times two weeks of training in Bishkek will deal with the topic of applied remote sensing to derive climate-relevant information.

Emphasis is placed on the sustainability of the EOL. The partner institution is to be put in a position to continue operating the EOL after the end of the project and to permanently provide high quality environmental and climate change related thematic information. A comprehensive documentation of processes and results is a matter of course, a presentation of the contractor's services at an international conference in Central Asia is planned.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

The offer must be made using the forms provided by GIZ:

1) trading name and address, beneficial owner(s), commercial register number, bank account, tax number, VAT identification number, brief company profile and contact in event of queries;

2) extract from the commercial register or equivalent evidence/proof;

3) self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;

4) self-declaration that no fine of at least two thousand five hundred euros has been imposed for noncompliance as specified in Section 21 of the German Minimum Wage Act (MiLoG);

5) if a candidate/tenderer wishes to use the capacities of another company for the execution of the contract, he must prove by submitting a declaration of commitment that the corresponding capacities are available to him for the execution of the contract or are provided by this subcontractor;

6) in the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used;

7) order form for registration of a creditor (in case of bidding consortium for all members of the consortium and the bidding consortium itself).

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year);

2) declaration on the number of employees as at 31.12 of the previous year;

3) evidence of creditworthiness.

Mindeststandards:

1) average annual turnover for the last 3 financial years: at least (Five hundred thousand) EUR 500 000;

2) number of employees as at 31.12 of the previous year: at least 10 (ten) persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field ‘applied remote sensing for environmental monitoring‘ in the region ‘Central Asia’.

Mindeststandards:

1) the technical assessment is only based on reference projects with a minimum commission value of EUR 75 000 (seventy-five thousand);

2) the minimum requirements foresee at least 3 reference projects in the technical field of applied remote sensing for environmental monitoring in the last 3 years. At least 1 reference out of these at least three references must be in the region Central Asia in the last 3 years.
