At its heart, CRISC tackles the core issue of national and local-decision makers in urban development who are not in a position to systematically shape their development and investment planning both in a climate-sensitive manner and in accordance with the local needs of the vulnerable population. The project uses the methodological approach of promoting planning capacities and investment decisions for climate resilient and inclusive urban development through training and advisory services.
These capacity-building and advisory services are aimed at national level at the professional and managerial staff of the National Building Authority for Local Governments (LGED) (the lead implementing agency) and the Urban Planning Office — Urban Development Directorate (UDD), whilst at local level aimed at members of municipal administrations and civic participation bodies in five pilot cities (Barisal, Khulna, Rajshahi, Satkhira and Sirajganj).
Within this context, CRISC seeks the expertise of a contractor to support in the implementation of the project.

The People's Republic of Bangladesh is progressing to become a middle-income country by 2021 and committed to reach the Sustainable Development Goals (SDGs) in full by 2030. Bangladesh is a global leader in voicing climate change issues, and often cited in global platforms. A comprehensive integration of climate change adaptation and mitigation aspects in national and local development planning and their effective implementation is vital to ensure the sustainability of the economic growth of Bangladesh in a social, economic, environmental and equitable manner. To accommodate these visions and missions, urban development planning and implementation processes requires active learning from nationally and internationally recognised good practices and experiences.
The opportunities and risks of urbanisation are addressed in the Bangladesh Delta Plan 2100 — the National Development Plan to 2100 — as well as in the five-year plan 2016-2021 and the National Strategy and Action Plan on Climate Change. Nonetheless, the climate risks and the needs of vulnerable groups are often not taken into account at policy level. In general, there is potential for greater climate-sensitive planning in the scope of urban development in Bangladesh.

2) complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
