Beschreibung der Beschaffung
Work and services to be provided cover advisory services primarily to the Ministry of Housing and Urban Affairs (MOHUA) at the central level, to state Urban Development Departments and to the municipalities in the cities looking after implementation of Swachh Bharat Mission (Clean India Mission) with special focus on plastic waste management as well as municipal solid waste management. This includes consulting services and technical assistance to municipalities in Kochi, Kanpur, Port Blair and their respective states in coordination with the main GIZ project office in Delhi and GIZ teams in the cities and states.
The methodological approach shall be based on a diversified capacity development approach. To secure sustainable impacts, the project aims at a holistic change that combines the improvement of framework conditions with major organisational development sector structures and the strengthening of cooperation between sector structures. In addition, it promotes technical, management and leadership skills of individual actors in the respective areas.
The project concept is clustered in three output areas as follows:
— Output 1: Demonstration of improved procedures for collection, segregation and recycling of plastic in the cities of Kanpur, Kochi, and Port Blair;
— Output 2: Strengthening of capacities for managing plastic and knowledge exchange in Kerala, Uttar Pradesh as well as Andaman and Nicobar Islands;
— Output 3: Strengthening of the national framework for managing plastic waste.
Tasks and services under output 1 include a rapid assessment of gaps, case study documentation, and prioritisation of actions at city level as well as implementation support for demonstration projects (e.g. material recovery facilities, plastic waste management at fish landing facilities), including development of standard operating procedures and trainings for the municipal staff and informal workers.
Tasks and services under output 2 focus on capacity building for managing plastic and knowledge exchange at state level (Kerala, Uttar Pradesh and Andaman/Nicobar Islands), the development of state-level guidelines for plastic waste management, conducting of training needs assessments in the three cities and at state level, the development of training material and manuals, conducting of training courses related to segregation and recycling of non-biodegradable waste, the improvement of a digital platform for recycling materials, and the review of pre-feasibility reports prepared at state level.
Tasks and services under output 3 include contributions related to strengthening of the national framework for managing plastic as well as to the development of national guidelines and standard operating procedures based on learnings from cities and states (e.g. MRF, port reception and fish landing facilities).
The contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from India within subcontracting or joint venture arrangements is mandatory.
The overall duration of the contract shall be 2 years and 2 months from award of contract (anticipated from 1 May 2021 to 30 June 2023, total of 26 months).
