Beschreibung der Beschaffung
The second phase of the Swiss contribution intends to upscale the successful business models established during the first phase by expanding them to or duplicating them in neighbouring villages and/or rayons with similar climatic and/or production processes. In addition to this upscaling in Jalal Abad oblast, an expansion is also planned to Batken oblast, possibly targeting new agricultural value chains.
The contractor will be responsible for achieving three of the five outputs of the second phase. The corresponding work packages are briefly outlined below.
Work package 1: The members of formal and/or informal organisations/networks structures in the project regions have increased their operational efficiency.
The contractor should:
— support producers' organisations in further strengthening and expanding their services;
— continue the institutional development of existing producers' organisations, most notably the co-operative in the vegetable value chain;
— increase the efficiency of the early vegetable production system, increasing its competitiveness vis-à-vis Uzbek produce;
— introduce zero tillage cultivation and generally expand resource efficient production in the targeted value chains.
Work package 2: Quality and safety standards are applied by local producers and entrepreneurs.
The contractor should promote Good Agricultural Practices (GAP) in the production systems of the targeted value chains and pursue the promotion of organic production in suitable sectors.
Work package 3: Demand-driven value chain related services are permanently accessible in the project region.
The contractor should use the successful business-based paid services development experience of the first phase in early vegetables and plum value chains as a starting point, strengthening existing services by enlarging their scope to reach other parts of southern Kyrgyzstan, and in parallel introduce new demand-driven services such as agricultural advice and marketing, business planning, operational planning, processing equipment sourcing, leasing, business development and preparing for trade fairs in the project region.
The contract will involve the provision of one international (part-time) and three national (full-time) experts, as well as the extensive involvement of a pool of both national and international short-term experts, who will all be integrated into the structures and processes of the GESPSD.
