The project ‘Water and sanitation services for vulnerable people in Northern Iraq’ is part of a broader programme to improve public services for vulnerable people in the areas of education, health, and water/sanitation. The programme is financed by the German Ministry for Economic Cooperation and Development (BMZ) with co-financing through Agence Française de Développement (AFD) for the water component.
The overall programme aims to strengthen the capacity of public actors to provide basic services to vulnerable groups of the population. The regional focus is on the Governorate of Dohuk in the Kurdistan Region of Iraq. The water component aims to improve the management and service provision in water supply and sanitation. One of the outputs includes the development of water safety plans for the water supply system served by Khrabdeem Water Treatment Plant, which is located on the eastern bank of the Tigris River some 45 km northwest of Dohuk city.
A contractor is required to develop water safety plans including implementation, financing, and monitoring strategies. The plans should identify existing and potential hazards, threats, risk assessment and risk mitigation measures. The contractor is required engage responsible stakeholders including different administrative levels, such as the relevant Directorates of Water in Dohuk and the Surveillance Directorate of Environment. This shall include improvements of the risk monitoring and mitigation system for urban areas of Dohuk Governorate: the contractor is required to provide a team of specialists for this purpose who shall work alongside project partners in consultation with the GIZ project team. This shall include an international short term expert as team leader, a national long term expert in water resources management, and a team of national and international short term experts with various profiles over a total period of 8 months.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year);

2) Declaration on the number of employees as at 31.12. of the previous year.

Mindeststandards:

1) Average annual turnover for the last three years at least EUR 900 000.00.

2) Number of employees as at 31.12 of the previous year at least eight persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field ‘planning of water supply systems incl. treatment works’ with a minimum commission value of EUR 250 000.00.

Mindeststandards:

1) At least three reference projects in the technical field ‘planning of water supply systems incl. treatment works’ and at least three reference project in MENA region incl. Iraq in the last 3 years.

2) The technical assessment is only based on reference projects with a minimum commission value of EUR 250 000.00.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:

Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
