Liste und kurze Beschreibung der Auswahlkriterien
To be submitted with the request to participate:
(a) confirmation that the manufacturer is able to design and test the material according to the latest version of IEC 60076 Standards for each lot (see chapter 6.1.1 A PQQ);
(b) for all lots you are applying for please submit minimum references using the provided template ‘Evaluation of references’ defined as follows (see chapter 6.1.2 B PQQ):
— on the last 7 years (FAT since 2013), designed (design since 2010), manufactured, tested and delivered in EU, Schengen Area or UK with the following minimum requirements,
— for Lot 1: 2 different Shunt Reactor designs, 3-phase-units ≥ 120 MVAR @ Umax, ≥ 420 kV (Um), design and testing according IEC 60076, without sound panels,
— for Lot 2: 2 different Shunt Reactor designs, 3-phase-units ≥ 120 MVAR @ Umax, ≥ 420 kV (Um), design and testing according IEC 60076, without sound panels;
(c) at least one duly executed reference letter for each lot, letter for delivery of a unit, within the highest reference limits described under (b) and in PQQ chapter 6.1.2 B., demonstrating your ability to successfully design, manufacture and test units of the required size (voltage class and power rating): all duly executed letters shall be not older than 7 years (FAT since 2013), from an existing end user active within the European Union, the Schengen Area or the UK, for the factory you are applying from (see chapter 6.1.2. A PQQ);
(d) confirmation of agreement to inspection/audit according to Cigré 530 brochure ‘Guide for conducting factory capability assessment for power transformer’ of all your factory(ies)/engineering offices implicated in this procedure in case of doubts related to the information provided with this application (see chapter 6.1.3 A PQQ);
(e) test reports of minimum one relevant Power Transformer or Shunt reactor meeting the following criteria regarding partial discharge values: on the last 7 years, for lot 1 and 2 you apply for and for the corresponding factory providing the material, documenting that you designed and tested minimum 1 SHR according IEC 60076-3, respecting the lot’s relevant minimum criteria as described under b) and in chapter 6.1.2 B of the PQQ with a maximum partial discharge level of q ≤ 100 pC at PD-measurement voltage. (see chapter 6.1.4. A PQQ);
(f) piece of evidence that you guarantee that the test facility of the factory is physically separated from the production line (separate room, separations as fences or similar are not allowed) and can perform tests with the following conditions: Back ground PD level ≤ 50 pC for SHR; Back ground noise level ≤ 45 dB(A) (see chapter 6.1.4. B PQQ);
(g) piece of evidence that design department, production and test bay of the factory are all integrated at the same plant/site (see chapter 6.1.4. C PQQ);
(h) piece of evidence that you are able to perform LTAC and IVPD test on Shunt Reactors respecting the minimum references described under (b) and in chapter 6.1.2 of the PQQ and in compliance with IEC 60076-3? (see chapter 6.1.4. D PQQ);
(i) valid ISO 9001 certificate or comparable for the scope required by this tender (see chapter 7.1.1. A PQQ);
(j) valid ISO 14001 certificate or comparable for the scope required by this tender (see chapter 7.1.1. B PQQ);
(k) valid OSHAS 18001 or ISO 45001 or comparable certificate for the scope required by this tender (see chapter 7.1.1. C PQQ);
(l) quality statistics for the product group in reference on the last 5 years of the factory supplying the material (On-time delivery, First pass yield in the test bay, in service failure rate). If the applying company exists less than 5 years please provide the respective data for the period for which it is available (see chapter 7.1.1. D PQQ).
(m) confirmation that the executing staff has a language level of at least B2 in German at the moment of fulfilment and for the whole tender and order process (see chapter 7.1.2 A PQQ);
(n) confirmation that the factory is doing the uttermost to avoid any safety issues in factory and to ensure the employees work in safe conditions.
Please include safety statistics on the last 5 years of the factory(ies) supplying the material using the provided template ‘Safety Statistics.xls’. If the applying company exists less than 5 years please provide the respective data for the period for which it is available (see chapter 7.1.3 A PQQ).
