EMR Housing Monitor

Region Aachen Zweckverband

The central aim of the project ‘Cross-border Housing Monitor — Housing relevant interdependencies, housing stock and development and housing space reserves in the Euregio Meuse-Rhine’ is to counteract the existing cross-border intransparency and the separation of housing markets along municipal and national borders and to make a concrete contribution to strengthening the EMR as a residential location. In addition, the project aims at a close and coordinated development of housing relations in the tri-border region as well as a better information and communication of the resident population and the new citizens. An additional goal of the application is to create a symbolic effect for important milestones in the area of ‘sustainability of the housing market’. The biggest challenge is that due to a lack of information that is insufficiently up-to-date and missing cross-border information, increasingly important information for better and future-oriented cross-border cooperation is not available and the associated development opportunities for the border region are not being used. Central activities are a cross-border housing integration and housing market analysis and the collection of further comparable data relevant to housing. On the basis of this improved information base, a harmonised cross-border database is being developed, which will lead to a map-based web application. The digital informal planning tool will be based on extensive sources of information, will be automatically updated and will continue to exist beyond the end of the project. A monitoring system for the EMR will be established, which includes regional monitoring systems. Three sub-regional monitoring systems (Region Aachen, German speaking Community, Province of Liège) have to be newly established, the one for the Province of Limburg in the Netherlands is already available. The expected result and added value of this cooperation will be a new common information and cooperation basis in the field of housing, which does not exist in any European border region. It will enable a future-oriented cross-border and regional development for the EMR. This information will be made available to both the professional community and the general public. The information content will be adapted accordingly.

The contract will provide for subsequential and based-on-each-other work packages which may be summarised as follows:

Work package I: procurement of missing data and information to ensure completeness of the relevant indicators and Accuray of the underlying data;

Work package II: development, construction and implementation of the EMR housing monitor application;

Work package III: provision of a final report;

Work package IV: maintenance and updates of the EMR housing monitor application;

Workpackage V: additional services including e.g. trainings for users. More details can be found the project contract and its annexes published under the link mentioned sub I.3).

Rechtliche, wirtschaftliche, finanzielle und technische Informationen
Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

1) Excerpt from the commercial or professional register not older than 3 months (calculated from the day of the publication of this contract notice).

2) Self-declaration of the candidate, signed by a duly authorized person, that no reasons for exclusions pursuant Sec. 123 and 124 of the German Federal Act Against Restraints of Competition (Gesetz gegen Wettbewerbsbeschränkungen - GWB) apply; if such self-declaration cannot be made, candidates have to outline:

(i) the reasons for this; and

(ii) the reasons why the candidates considers itselfs to be self-cleaned in terms of Sec. 125 of the the German Federal Act Against Restraints of Competition (Gesetz gegen Wettbewerbsbeschränkungen - GWB).

3) A consortium of candidates/bidders has to submit a self-declaration on the form published via the link indicated sub I.3).

Note: the documents listed above sub 1. and 2. have to be submitted for each of the members of a consortium of candidates/bidders.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Self-declaration on the turnover with activities similar to the subject matters of project contract (Work Packages I - IV) within the last 2 financial years.

2) Evidence of relevant professional risk indemnity insurance (either a copy of an existing insurance policy covering the foreseen duration of the project Contract or a declaration of an insurance company stating that a relevant insurance with be provided in the event of the award of the project contract to the candidate).

Note re 1: The turnover figures of members of a candidate/bidder consortium can be disclosed on a separated or aggregated basis.

Note re 2: A candidate/bidder consortium shall submit 1 evidence covering the activities of all members of the consortium.

Mindeststandards:

1) Minimum turnover of EUR 450 000.00 in each of the relevant financial years (figures of a consortium of candidates/bidders will be aggregated).

2) Minimum insurance coverage of EUR 450 000.00 per insured event and no cap per calendar year lower than EUR 900 000.00 per calendar year.

Technische und berufliche Fähigkeiten:

1) Reference(s) evidencing that the candidate performed services comparable to work package I.

2) Reference(s) evidencing that the candidate performed services comparable to work package II and IV.

3) Reference(s) evidencing that the candidate performed services comparable to work package V.

4) Suitable project leader and deputy project leader.

Note: Candidate/bidder consortiums may submit references of different members each per 1, 2 and/or 3 above.

Mindeststandards:

1) References are comparable to work package 1 if the candidate/bidder has collected missing data from different sources in a significant quantity (at least more than 500 data records per reference).

2) References are comparable to work packages 2 and 3 if the candidate/bidder has development, constructed, implemented and maintained a software application similar to the contemplated EMR Housing Monitor.

3) References are comparable to work package 4 if the candidate/bidder conducted trainings, or developped a concept for trainings conducted by third parties, for software users.

4) Candidates/bidders or consortium of candidates/bidders have to submit a total of at least 2 references, at least 1 reference in terms No 1 and one reference in terms of No 2. Such references may result either from one project or from different projects. None of the references shall be older than 3 years (relevant point of time: acceptance of the reference by the customer).

5) The appointed project leader is deemed to be suitable if that individual:

(i) can refer to at least one reference in terms of No 1 and/or 2 not older than 3 years; and

(ii) speaks three of the following languages: Dutch, English, French or German.

6) The appointed deputy project leader is deemed to be suitable if that individual:

(i) can refer to professional experience in organising IT projects within the last 2 years; and

(ii) speaks two of the following languages: Dutch, English, French or German.

6) Each reference shall be described by providing for the following details in particular:

(i) name of the refernce;

(ii) period of time in which the project was run;

(iii) type of the client;

(iv) short description of the precise tasks/initial problem;

(v) comprehensible description of the solution/final product; and

(vi) confirmation that the the reference has been accepted by the client or that the project in question is almost finished and acceptance of the project is justifiably expected within the next 4 months.

1) number of relevant references: candidates with the minimum number of references will receive 1 point; candidates with 3 to 4 relevant references will receive 3 points; candidates with 5 to 6 relevant references will receive 5 points; candidates with 7 or more relevant references will receive 7 points;

2) qualification of the proposed project leader: candidates with the minimum number of references will receive 1 point; candidates proposing a project leader with 2 relevant references will receive 3 points; candidates proposing a project leader with 3 relevant references will receive 5 points; candidates proposing a project leader with 4 or more relevant references will receive 7 points;

According to Sec. 160(3) of the German Federal Act Against Restraints of Competition (Gesetz gegen Wettbewerbsbeschränkungen - GWB), the application is inadmissible if
