The European Central Bank has developed and maintained a database for bank specific data requests. The aim is to manage in a transparent and consistent way the recurrent micro-prudential data requests initiated either by the European Central Bank (ECB) or other supranational European Authorities (e.g. European Banking Authority, Single Resolution Board, etc.), via the Joint Supervisory Teams (JSTs), the horizontal functions of the ECB Banking Supervision, or by the National Competent Authorities (NCAs).
The main objectives of the database are as follows:
• Inform regularly the ECB Supervisory Board about the banks’ reporting burden.
• Inform reporting institutions on the data requests for each calendar year.
• Facilitate the identification of data-point duplicates to allow a more efficient, effective and consistent set of supervisory reporting requirements towards supervised entities.
The ECB is seeking though this procurement procedure a supplier for the provision of consultancy works and services for the enhancement and update of the SSM wide data collection database and intends to award a contract to the supplier offering the best value for money. The successful Tenderer shall perform the following work and services (the ‘Deliverables’):
• Further enhance the database in terms of structure, flexibility and usability.
• Update the database content in order to fill the gaps with existing data requests.
• Enhance the ECB Single Data Dictionary structure to cope with maintaining SSM data requests.
• Store SSM data requests into the Single Data Dictionary.
• Identify a methodology to be shared with data request developers to update the Single Data Dictionary.
• Training for the main stakeholders on the identified methodology to allow them to be able to create and update data requests.
The scope of the Deliverables is further specified in the procurement documents that are accessible via the ECB's electronic tendering system (see instructions in section VI.2 below).
The contract will be constructed as a single-supplier framework agreement. The ECB may order Deliverables from the contractor in accordance with the ordering procedure set forth in the draft contract that forms an integral part of the procurement documents. The duration of the contract shall be four years.
The successful Tenderer will be required to maintain an updated knowledge in the relevant areas covered by the Contract during the duration of the Contract.
Unless otherwise agreed, the successful Tenderer shall perform the Deliverables in English.
