The LOC is looking for a company to cover the Results Technology Services (RTS) for the Special Olympics World Games Berlin 2023 as well as for the National Games (Test Event) in 2022 in Berlin.

The scope of Results Technology Services (RTS) covers the provision of real-time timing and scoring services along with On-Venue Results Systems that are needed to deliver the Berlin 2023 project.

Delivery and support services will include the project and program management, development, testing and integration of all required services, installation, cabling, games-time operations, maintenance, and decommissioning of the services to be proposed.

RTS systems will be specific to every single competition venue, RTS systems interfaces with, and collects information from the timing and scoring equipment including direct data entry. The RTS system must also provide both printed and electronic results for distribution at the venues compliant with the SOI rules and regulations.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

The applicant must fulfill all requirements of the State of Berlin for public procurement (in accordance with the attached attachments).

It is required for interested applicants for the RFI to provide a prove of an existing liability insurance with minimum 5 million EUR coverage.

If prepayments will be agreed on, these have to be covered by a bank guarantee for the full amount of the prepayment.

Applicants should be financially healthy and shall be able to provide with a Letter of Guarantee from their Bank (only during the RFP process – not required at this stage) for the amount of 10 % of the Total Project Budget that will be submitted at the RFP stage.

Technische und berufliche Fähigkeiten:

All applicants to the RFI must meet the following prerequisites and submit the documentation outlined:

1) Applicants must have successfully delivered an end to end RTS Solution for at least 1 International multi-sport event with more than 2 600 participating Athletes in the last 4 years. Full description of services offered to these events, along with reference documentation and contact details of the respective organizers have to be submitted.

2) Applicants must have successfully delivered and end to end RTS solution in at least one of the following multi-sport events in the past 4 years:

(a) Special Olympics world games,

(b) Olympic Games,

(d) Youth Olympics,

(e) European Games,

(f) European Youth Olympic Festival,

(g) Commonwealth Games,

(h) Asian Games,

(i) Pan/Para Pan- American Games,

(j) World or European Championships,

(k) Deaflympics,

(l) Or comparable events.

3) Applicants must have successfully delivered and should demonstrate a fully integrated service solution between Timing and Scoring Systems, OVR, TV Graphics, CIS and any Games Management Platform in at least one international multi sport event in the past 4 years with more than 10 000 participants.

4) Applicants must have successfully delivered and should demonstrate a fully functional web results portal with API integrations to any games management system as well as a fully functional mobile application with games results and scheduling.

5) Applicants must demonstrate capacity and capability to deliver the different sports offered at the Special Olympics World Games simultaneously. Applicants should submit sufficient evidence and references.

6) Applicants must show capacity of highly experienced staff that would be involved in the project. Applicants must submit a draft of their proposed project management team structure, including the CV’s of at least 4 people that have the relevant experience.

7) Applicants must submit references for 4 of their existing team members for positions held in previous organizing committees including at least one in the Technology Operations Center (TOC) in project management team, and 2 of their senior managers.
