The objective of the tender published is: in the tourism, livestock farming and fruit and vegetable sectors, the employment situation has been improved through the use of green economic approaches. Output 1 is intended to ensure that selected green economic policy approaches are developed in accordance with the interests of the private sector. These policy approaches will be used to establish regulatory conditions, such as incentives and control mechanisms, that promote the adaptation of sustainable production patterns. The inclusion of the private sector in implementing these approaches will form the basis for ensuring that, once they have been properly elaborated, the approaches are actually applied and can therefore improve the employment situation in the long term. Output 2 will enhance the range of green economic practices available to MSMEs in a way that improves service provision and other expert support for companies with respect to green economic topics. By applying green economic practices, MSMEs can modernise their production processes and enhance their competitiveness, thereby securing existing jobs or creating new jobs. This results logic draws on the assumption that Kyrgyz MSMEs are essentially willing to incorporate aspects of sustainability into their production processes, and recognise the economic benefits of doing so, provided that this does not have a negative impact on their business development, and that in so doing it will be possible to secure long-term and productive work for their employees. Output 3 will raise the awareness of consumers and the wider general public with respect to environmental and social sustainability, thereby increasing the demand for sustainably produced goods and services. An adequate level of demand is an essential precondition for MSMEs' commercial success, so it provides an essential incentive for them to apply green economic practices for real. By rendering more visible the contributions made by women, young people and people with disabilities to economic processes, the project will strengthen the position of these population groups. This will increase the likelihood that the employment-promoting benefits of the green economic approaches are socially balanced and continue to unfold, even beyond the term of the module. The contractor contributes to achieving the Output 2 of the module described in the terms of reference in detail.
The main field of intervention for contractor within Output 2:
(a) the field of intervention 1: value chain promotion in the following sectors:
— Livestock in Osh oblast,
— Tourism in Osh and Issyk-Kul oblasts;
(b) the field of intervention 2: development and promotion of new green economic practices in the selected sectors.
In the livestock value chain, the contractor is responsible for the implementation of value chain/sector promotion measures, including development of the value chain, linking and/or strengthening linkages between value chain actors, capacity development of the value chain actors, development and implementation of the green economic practices in the beef value chain, support marketing of sustainable beef value chain products at domestic and/or foreign markets.
In the livestock value chain, the contractor is responsible for the implementation of value chain/sector promotion measures, including development of the value chain, linking and/or strengthening linkages between value chain actors, capacity development of the value chain actors, development and implementation of the green economic practices in the beef value chain, support marketing of sustainable beef value chain products at domestic and/or foreign markets.
In the tourism value chain, the contractor is responsible for the implementation of value chain/sector promotion measures, including reviewing and adopting green economic practices in the tourism sector, supporting tourism sectoral business associations in developing and promoting green service packages, supporting marketing of both services packages and tourism products in domestic and foreign markets.
