The Global Project ‘Rural Employment with focus on youth’, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, aims to improve the employment situation in rural areas, especially for young people. The global project has four fields of action:
1) Demand-oriented qualification (including skills development and ATVET);
2) Strengthening the demand for labour (support to MSME, start-ups and smallholder/cooperatives);
3) Employment promoting framework conditions (including matching and support of youth organisations);
4) Innovation and knowledge management.

The global project has four fields of action:

3) Employment promoting framework conditions (including matching and support of youth organisations);

4) Innovation and knowledge management.

In Mozambique, the contractor will be active in the Field of Action 2 (Strengthening the demand for labour). This includes development and support of business models for startups/new businesses, MSME and small holder/cooperatives as well as support of inclusive partnerships with the private sector in agri-food-based value chains and innovative value chain-related services. More information on the main activities and the relevant indicators for whose achievement the contractor will be responsible can be found in the Terms of Reference (ToRs).

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

4) Association clause if applicable.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of invitation to tender held within 6 months of end of last financial year);

2) Declaration on the number of employees as at 31.12 of the previous year.

Mindeststandards:

1) Average annual turnover for the last 3 years at least EUR 500 000.00.

2) Number of employees as at 31.12 of the previous year at least 4 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide references in the technical field ‘Entrepreneurship Promotion, (Agricultural) Value Chain Development’ with a minimum commission value of EUR 80 000.00.

Mindeststandards:

1) At least 5 reference projects in the technical field ‘Entrepreneurship Promotion, (Agricultural) Value Chain Development’ in the last 3 years.

2) The technical assessment is only based on reference projects with a minimum commission value of EUR 80 000.00.
