Beschreibung der Beschaffung
The overall objective of the consultancy is to provide a political monitoring system on projects in Liptako-Gourma, with a geographical focus on (but not exclusively limited to) (1) Burkina Faso, Sahel region and (2) Niger, Tahoua and Tillaberi regions.
The following deliverables and analyses are expected for all the above-mentioned regions:
— Community perception report of the general security situation for up to eight locations; a report divided into two parts. The first part reflects the findings at the beginning of the contract period, while the second part shows or supplements the findings at the end of the contract period.
The questions to be investigated relate to community perceptions of the overall security situation, the presence and behavior of various actors, influence/ control over the population, access to goods and services, international interventions, and perceptions of political participation.
— Monthly status report and availability for follow-up discussions for up to eight locations where activities are implemented, planned or considered. The questions to be investigated relate to government security control, status of local administration, space for civil society. No more than 3 of these location per month may change,
— No more than eight of the reports listed below are required in total per month. However, these may vary in composition and may differ from month to month.
• up to three conflict trends analyses on developments related to violent extremist organizations in both regions, focusing on JNIM and ISWAP with a third group as per result of monthly discussions between contractor and authority;
• up to three reports on national political developments relevant to the broader security and stability of the region(s) in question;
• up to three delivery reports from Burkina Faso/ Niger border crossing to destination concerning the observation of movement of people and goods, as well as political red lines (e.g. no fees or bribes paid, or goods seized);
• up to three risk assessment reports of potential or current implementing partners or other project-relevant local entities to provide vetting against red lines regarding JNIM/ ISWAP or other terrorist entities (registration, connections, influence, potential benefit);
• up to three sector-specific reports (e.g. Education, Health, Trade, Goods, etc.) on degree of ISWAP/JNIM-influence/control/benefit.
— pro-active ad-hoc briefings/reports and availability to discuss via video conference developments significant for project implementation (such as large-scale military operations, fundamental power shifts or important developments in monitored locations);
— in case of need and in line with the service provider's capabilities, deliverables mentioned above can be substituted with related tasks.
