The Energising Development Programme - EnDev - (
www.endev.info) promotes sustainable access to modern energy services for households, social institutions and small to medium-sized enterprises in developing countries in Africa, Asia and Latin America. EnDev has a results-based monitoring system that has been working for ten years, with several changes and adaptations. The object of this tender is the commissioning of an existing web-based monitoring tool that integrates the established processes, calculation formulas and existing data from the last ten years and can be flexibly used for EnDev"s monitoring at project and global level.
The EnDev programme is a multi-donor partnership, currently financed and governed by the governments of the Netherlands, Germany, Norway and Switzerland. The current eleven-year program phase of EnDev lasts through 2025 will be implemented in 18 projects in 21 developing countries (as of 2021). EnDev is managed on a global level by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit). The implementation of the projects in the countries is carried out by GIZ to about 2/3. Further implementers of the projects are both international and national Non-Governmental Organizations.
EnDev has set up a thorough results-based monitoring system, which provides donors, partners and management with realistic and reliable data regarding intervention and progress. The purpose of the monitoring is to provide transparent information about outcomes, impacts and sustainability, thus serving as a solid foundation for management decisions at global and country levels. Monitoring data about each country projects" progress serves to validate their respective outcome and to reallocate funds. This data therefore needs to be reliable, which is a challenging task in view of the large numbers of people reached and often living in remote areas, dispersed over wide territories. EnDev also checks for plausibility of attribution of results to EnDev"s actions and aims to correct data accordingly.
Data collection is done at project level, then aggregated at global level. Currently, a variation of tools are applied by the different projects, from simple lists to be filled by illiterate entrepreneurs, to diverse excel tools and web-based databases, while at headquarter level the data is aggregated and analysed using MS Excel. The process and analysis steps are well developed and functional. EnDev has a set of adjustment factors and formulas to calculate the KPI achievement based on the monitoring data.
EnDev monitoring at the global level (headquarters) has been conducted since 2012 using so-called "Outcome calculation sheets" (OCS) that have been developed at that time. Over the years, the OCS have been adapted several times to meet new needs as they arose. For information that could not be integrated into the OCS, additional Excel files were created.
The goal of this tender is thus to transition this functional monitoring system from an aged Excel-based into a new web-based monitoring tool.
The assignment includes the following tasks:
- Development of a concept for the transition to the new monitoring tool
- Provision and operation of the monitoring tool (Software as a Service)
- Configuration of the monitoring tool and data migration
- Training and documentation
Key requirements for the tool include, amongst other things:
(1) Creation of a database out of existing project data, with a data structure that allows for future extensions.
(2) Monitoring on two levels: Individual projects (with different logframes) and global programme level.
(3) Flexibility of the system to adjust to changing logframes / requirements
(4) Provision of interactive dashboards on project and on programme level
(5) Differentiated user management
(6) Different options for data entry/upload, quality control and data export
(7) Compliance with EU GDPR (General Data Protection Regulation)
