The Alliance is looking to contract a service provider to help strengthen the product quality environment in Côte d"Ivoire and Senegal by increasing the capacities of local businesses to fulfil the requirements of international buyers, strengthening the advisory services offered locally and promoting market-oriented standardisation processes. The main services to be provided in order to achieve these goals can be summarised in three work packages as follows:
The Alliance is looking to contract a service provider to help strengthen the product quality environment in Côte d"Ivoire and Senegal by increasing the capacities of local businesses to fulfil the requirements of international buyers, strengthening the advisory services offered locally and promoting market-oriented standardisation processes. Meeting the quality requirements of international buyers: The aim of this work package is to support companies and agricultural businesses in improving their product quality by establishing quality management systems or aligning production with international norms and standards. Moreover, the companies are supported in improving their capacities to show proof of compliance with such quality standards (through certification). The successful bidder is expected to implement the following activities:
1. Meeting the quality requirements of international buyers: The aim of this work package is to support companies and agricultural businesses in improving their product quality by establishing quality management systems or aligning production with international norms and standards. Moreover, the companies are supported in improving their capacities to show proof of compliance with such quality standards (through certification). The successful bidder is expected to implement the following activities:
a. Training and technical support on improving farming methods for better quality;
b. Support the implementation of private quality standards;
c. Introduction of systems for quality management in processing;
2. Strengthening market-oriented advisory services on quality standards: To ensure that agribusinesses and producers have long-term access to certification services, local capacities to provide advisory services will be improved by the contractor so that the companies are well-prepared to undergo the audit. This is done by providing capacity development to central actors within the value chain such as agricultural extension workers. The successful bidder is expected to implement the following activities:

Strengthening market-oriented advisory services on quality standards: To ensure that agribusinesses and producers have long-term access to certification services, local capacities to provide advisory services will be improved by the contractor so that the companies are well-prepared to undergo the audit. Promote private sector involvement in the standardisation process: The purpose of this work package is to enable private sector actors, such as companies, cooperatives or business associations, to involve themselves in the work of technical committees developing and forming national norms so as to contribute to a more market-oriented design of such standardisation processes. To promote a market-oriented standardisation process regarding quality and food safety issues, sensitisation of private sector actors on the benefits of taking part in standardisation processes is required. The successful bidder is expected to implement the following activities:
3. Promote private sector involvement in the standardisation process: The purpose of this work package is to enable private sector actors, such as companies, cooperatives or business associations, to involve themselves in the work of technical committees developing and forming national norms so as to contribute to a more market-oriented design of such standardisation processes. To promote a market-oriented standardisation process regarding quality and food safety issues, sensitisation of private sector actors on the benefits of taking part in standardisation processes is required. The successful bidder is expected to implement the following activities:
a. Sensitise key private sector actors (e.g. companies, cooperatives, associations) on the benefits of taking part in standardisation processes (e.g. through written contributions sent to national standard committees);
b. Facilitate public-private dialogue platforms in order to promote a market-oriented standardisation process regarding quality and food safety issues.
In parallel to the activities outlined in this tender, the Alliance will be seeking to form partnerships with European companies and business associations to contribute to the activities and to build sustainable supplier relationships. Moreover, the support described in the present tender complements the work of other initiatives, especially those projects being implemented by GIZ on behalf of the German Government focusing on agriculture or economic development, as well as other initiatives strengthening market access (e.g. Import Promotion Desk (IPD), Global Business Network (GBN), German Chambers of Commerce Abroad (AHK) etc.).
In parallel to the activities outlined in this tender, the Alliance will be seeking to form partnerships with European companies and business associations to contribute to the activities and to build sustainable supplier relationships.
