From 08/21 until 10/23, the contractor is expected to support the EHS project team in two work packages. For all packages close cooperation is required between the contractor's personnel and the responsible person in the project. All measures as well as reports, training material etc. will be in English language.
The assignment includes services to enhance the capacities of the entire team working on all indicators and possibly activities within all components of the project. Therefore, the contractor is expected to contribute to the achievement of all target indicators. The contractor will be responsible for providing two work packages and the accompanying milestones in order to contribute to the achievement of the project's module and output indicators. Work package one is the internal organisational development and capacity building mainly for the project team; and work package two is the external organisational development and capacity building mainly for the project partners through the provision of a pool of short-term experts.
Work package 1: Internal Organizational Development and Capacity Building:
This work package targets the organisational development, capacity development and support to the GIZ project team both in Islamabad and Peshawar. The activities will contribute to the achievement of all project indicators as mentioned above, since they will provide more clarity on roles, responsibilities, improve the team's understanding of the needs of the partners and target group, and includes joint operational planning in all areas. The work package includes 4 activities:
1) Management and team development support;
2) Training course: Organisational Development;
3) Executive feedback;
4) Support for monitoring and evaluation (M&E).
Work package 2: External Organizational Development and Capacity Development: provision of a pool of short-term experts:
Work package 2 is for the provision of a pool of short-term experts to cover various issues relating to the strengthening of the education and health services for refugees and host communities in Pakistan generally and all the project objectives in particular. The services to be provided under the contract include measures for human capacity development and organisational and strategy advice to the project's partner institutions and organizations in the project components listed below. The services hence contribute to all Outputs (1, 2, and 3) as described in the project proposal as well as the respective output and module indicators.
Examples for expected modes of delivery through the experts are the conducting of organizational assessments, developing of organizational change strategies, advising organisations on the implementation thereof, the organisation and implementation of workshops / trainings, the development of action plans and other advisory services.
The beneficiaries of the services include the Chief Commissioner for Afghan Refugees (CCAR) in SAFRON, the CAR Office in Peshawar, sector ministries at the provincial level, and corresponding administrative units at district and local levels.
Furthermore, at the local level, the future elected local councils (after the local elections, which are planned for September 2021), parent-teacher councils, the KP Women's Commission and other key actors from the education and health sectors. The contractor will assume responsibility for providing the partial services as described in more detail in the tender documents and for the monitoring and reporting of the activities.
