Within the context of the bilateral development cooperation with Albania, the ‘Sustainable Economic and Regional Development, Employment Promotion and Vocational Education and Training’ (short: ProSEED) supports the Albanian Ministry of Finance and Economy (MoFE), Prime Minister's Office (PMO), the Minister of State for Protection of Entrepreneurship as well as other relevant institutions. The project follows the integrated approach in the area of promoting employment, whose aim is to support the labour market both in terms of supply and demand. The programme has five components:
(i) Technical and Vocational Education and Training (TVET);
(ii) Promotion of micro, small and medium-sized enterprises (MSMEs);
(iii) Social participation of youth and minorities;
(iv) Strategies and frameworks for regional development, economic growth and employment; and
(v) Promotion of the innovation system.
The programme has no particular sectoral or regional focus, which means that MSMEs from all sectors can be supported as long as they have a need for support and there is no overlap with activities of other donors.
